Description
after the previous loss to the New California Republic during the First Battle of Hoover Dam, Caesar's Legion saw fit to claim a proper base of operations and selected the slopes of Fortification Hill, building a sprawling fortress of sheet-metal walls looking out over the waters of Lake Mead and the Colorado River, in full view of the Hoover Dam itself. There, they bide their time, marshalling strength from the east in anticipation of a second conflict to come against the two-headed bear lumbering in from the west., it is impossible to reach here unless it's from cottonwood cove
