WELCOME TO YOUR QUARANTINE ZONE

This handbook is your official guide to life under FEDRA protection. All residents are required to follow the rules contained within. Compliance ensures safety, stability, and continued access to essential resources.

FEDRA exists to preserve human life after global collapse and infection outbreak. Order is survival.


ZONE HOURS & CURFEW

Curfew Schedule:

  • Zone Active Hours: 0600 – 1800 (6 AM – 6 PM)

  • Curfew Hours: 1800 – 0600 (Mandatory indoor confinement)

During curfew hours:

  • All civilians must remain indoors and remain as quiet as possible,

  • Movement is prohibited without FEDRA authorization or in case of Emergancy

  • Violations may result in detention or reassignment


IDENTIFICATION REQUIREMENT

All residents must carry at all times:

  • Quarantine Zone (QZ) ID Card (Primary Identification)

  • Medical Status Record (updated yearly)

  • Transit Authorization (if assigned work outside Home sector)

Failure to present identification upon request is a violation of FEDRA civil code.


DAILY LIFE & CONDUCT RULES

To maintain stability, residents must adhere to the following:

  • Follow all FEDRA personnel instructions immediately

  • Report suspicious activity without delay

  • Do not interfere with checkpoints or patrols

  • Avoid unauthorized gatherings

  • Curfew violations are strictly prohibited

  • All PRIVATE OWNERSHIP OF FIREARMS IS FORBIDDEN

  • No unauthorized communication transmissions

FEDRA reserves the right to enforce compliance for the safety of all citizens.


RATIONS & SUPPLY DISTRIBUTION

Where to Get Rations:

  • Sector Distribution Centers (SDCs)

  • Open: 0700 – 1700 daily

  • Must present QZ ID and ration card

Ration System Includes:

FEDRA issues rations based on classification status, work assignment, and medical condition.

Tier 1 – Essential Labor / High-Risk Workers

  • Includes: perimeter crews, decontamination units, infrastructure repair teams

  • Contents:

    • High-calorie food packs (protein-heavy, low variety)

    • Electrolyte water packets

    • Increased medical supplements

  • Purpose: sustain physically demanding or hazardous roles


Tier 2 – Standard Civil Population

  • Includes: most residents, non-critical workers

  • Contents:

    • Staple food blocks (grain-based, processed protein)

    • Standard water allotment

    • Basic vitamin supplements

  • Purpose: maintain baseline survival and productivity


Tier 3 – Restricted / Administrative / Medical Priority

  • Includes: FEDRA staff, essential technicians, medical personnel

  • Contents:

    • Higher variety food packs

    • Fresh or semi-fresh produce (when available)

    • Medical-grade nutrition supplements

  • Purpose: preserve operational effectiveness of key personnel


RATION DISTRIBUTION PROCESS

Rations are issued daily or weekly depending on sector stability.

  1. Residents report to The Distribution Centers (DCs)

  2. QZ ID and ration card are scanned and logged

  3. Allocation is recorded in central FEDRA database

  4. Supplies are issued in sealed, pre-counted units

Every transaction is tracked. Missing records trigger investigation.


RATION CONTENTS (STANDARD ISSUE)

A typical civilian ration pack may include:

  • Processed nutrient bar (caloric base)

  • Dehydrated protein block or substitute meat

  • Grain or starch ration (compressed)

  • Water purification tablets or sealed water pouch

  • Vitamin/mineral supplement capsule

Taste and variety are secondary to survival efficiency.


RATION LIMITS & CONTROLS

FEDRA strictly enforces ration control:

  • No hoarding or stockpiling without authorization

  • No resale or barter of ration goods

  • Lost ration cards require reporting within 24 hours

  • Ration duplication is treated as fraud

During shortages:

  • Portions may be reduced

  • Distribution may shift to alternating-day schedules

  • Labor units may receive priority allocation

Important:

  • Trading ration items outside official channels is prohibited

  • Lost ration cards must be reported immediately

  • Excess demand periods may require staggered pickup schedules


WORK ASSIGNMENTS

All able residents are assigned duties based on zone needs.

Where to Report:

  • Civil Assignment Office (CAO) – Sector Hub Building

  • Workforce Registration Desk (open 0600–1400) An assignment must be Accepted for the following day before you are relieved from service.

Your work assignment determines how many ration cards you receive. FEDRA uses this system to match food distribution with labor contribution and zone needs FEDRA also creates incentives for taking risker or less desireable jobs.

Each resident at the end of the day may select from a list of relevent job they can handle. That category is linked to a fixed number of ration cards issued per distribution cycle (daily or weekly depending on sector conditions).

The more difficult, dangerous, or essential your job is, the more ration cards you receive. Lighter or unassigned work receives fewer.

How it works:

  • When you select a job, FEDRA logs your work category.

  • That category automatically sets your ration level and what cards you will receive.

  • Your ration cards are issued at Sector Distribution Centers using your QZ ID.

What ration cards represent:

Each card is required to collect:

  • Food portion for one cycle

  • Water allocation

  • Basic survival supplies

General structure:

  • Low-duty or unassigned roles → minimal ration cards (basic survival level)

  • Standard labor roles → moderate ration cards (stable living level)

  • High-risk or essential roles → increased ration cards (priority support level)

Important:

  • Ration cards are non-transferable and tied to your identity.

  • Failure to work may reduce future allocations.

  • FEDRA may adjust ration levels based on zone supply conditions.

Your ration level reflects your role in maintaining the Quarantine Zone.

Common Assignments:

  • Infrastructure repair

  • Agricultural support zones

  • Logistics and transport

  • Medical support staffing

  • Security auxiliary roles

Failure to report to assigned work is considered noncompliance.


TRADING & CIVIL EXCHANGE

Authorized trade is permitted only in designated markets:

  • Sector Trade Posts (STPs)

  • FEDRA-approved exchange counters

Allowed items:

  • Personal goods

  • Approved surplus materials

Prohibited:

  • Weapons or ammunition

  • Ration food items (unauthorized resale)

  • Medical supplies

  • External (non-QZ) contraband


GOVERNMENT STRUCTURE (SIMPLIFIED)

FEDRA maintains order through a clear chain of authority:

  • FEDRA Central Command – National oversight

  • Zone Major General – Full control of QZ operations

  • Zone Commander – Military & civil stability leadership

  • Marshals / Company Commanders – Sector control

  • Field Officers & Sergeants – Patrol enforcement

  • Lower Enlisted Personnel – Civil protection and response

Civil Administration offices operate under FEDRA authority for daily governance.


QUARANTINE ZONE HISTORY (BRIEF)

Following the global Rage outbreak, national governments collapsed. FEDRA was formed as an emergency response authority to preserve remaining population centers.

Quarantine Zones were established to:

  • Prevent infection spread

  • Control scarce resources

  • Maintain structured human society

Your zone is one of several stabilized regions still functioning under FEDRA protection.


SAFETY & COMPLIANCE REMINDER

  • FEDRA personnel are authorized to enforce all civil regulations and enforced deadly punishments your compliance is not a request.

  • Cooperation ensures continued access to food, shelter, and protection

  • Noncompliance may result in detention or reassignment
