With the federal government effectively collapsing during the final weeks of 2012, surviving military commanders, emergency management officials, and senior civil servants established the Federal Disaster Response Agency (FEDRA) as the emergency successor authority of the United States after the president is presumed dead after the bombing of San Francisco Although it was originally intended to coordinate disaster relief and national recovery, the complete breakdown of civilian government forced FEDRA to assume all executive, military, and civil authority throughout the country.
Federal departments that continued to function were absorbed into the agency, along with surviving elements of the U.S. Armed Forces, National Guard, state police organizations, local law enforcement, emergency medical services, and portions of the intelligence community. While the Constitution was never formally abolished, nearly all constitutional processes were indefinitely suspended under emergency powers.
Across the United States,FEDRA abandoned attempts to defend entire states and instead concentrated surviving personnel and resources around locations considered sustainable.

Thousands of isolated communities were declared beyond recovery and abandoned.
The strategy became known internally as Strategic Consolidation, concentrating available manpower into defensible population centers rather than attempting to reclaim the entire nation.
As infected populations overwhelmed eastern Massachusetts, federal command authorized a large-scale conventional bombing campaign against Boston in an effort to halt the expanding infection. Although military planners believed the city had already become unsalvageable, the operation remains one of the most controversial actions ever taken by FEDRA.
The destruction of Boston became known simply as "The Bombing of Boston."
The event marked a turning point in public perception of FEDRA. some survivors accepted the strike as a tragic military necessity, while many viewed it as proof that the government was willing to sacrifice entire American cities in order to preserve itself.
By March 2013, nearly five months had passed since the outbreak, and the United States remained in a state of continuous emergency. While several Quarantine Zones had begun to stabilize, they faced a severe shortage of experienced administrators, doctors, engineers, utility workers, and public officials. Entire city governments had been wiped out during the initial weeks of the infection, leaving military commanders responsible for both defense and civilian administration. Recognizing that recovery was impossible without rebuilding a functioning civil service, FEDRA High Command drafted Proclamation 21 27, one of the most significant emergency directives issued since the agency's creation.
Proclamation 2127 declared that every surviving government employee, regardless of rank or previous position, remained legally employed by the United States Government under FEDRA authority. This order extended to federal employees, state officials, county governments, municipal administrations, judges, lawyers, prosecutors, public defenders, law enforcement administrators, emergency management officials, utility supervisors, teachers, engineers, and all licensed medical personnel. Doctors, surgeons, nurses, paramedics, pharmacists, laboratory technicians, and public health workers were ordered to immediately report to the nearest FEDRA command center or Quarantine Zone for reassignment. The proclamation stated that their knowledge was considered a national resource essential to the continued survival of the United States.
Every Quarantine Zone established registration centers where individuals reported their identity, credentials, and previous employment. Background records were reconstructed using surviving government databases, professional licenses, employment files, and sworn witness testimony when official records no longer existed. Those with specialized skills were reassigned wherever they were needed most, often far from their former homes. Physicians were assigned to QZ hospitals, engineers restored water and electrical systems, former municipal workers repaired roads and sanitation infrastructure, while judges and legal officials were tasked with creating military-civil tribunals to enforce FEDRA regulations.
Compliance with Proclamation 2127 was mandatory. Individuals who voluntarily reported generally received housing, food rations, medical care, and protection for their immediate family members. Those who refused to comply, deserted their assigned duties, or knowingly concealed their qualifications were considered to have abandoned federal service during a national emergency. Depending on the circumstances, punishment ranged from imprisonment and compulsory labor assignments to permanent exile from the safety of the Quarantine Zones. FEDRA justified these measures by arguing that every trained professional lost to the wilderness represented hundreds of civilian lives placed at unnecessary risk.
Although controversial, Proclamation 2127 became one of the foundations upon which the early Quarantine Zones were built. Historians would later argue that the order preserved much of the institutional knowledge that otherwise would have disappeared with the collapse of the old government. Others viewed it as the moment when emergency governance transformed into a permanent system of centralized authority, binding civilian expertise directly to FEDRA's expanding control over the remnants of the United States.
