Applies To: All FEDRA personnel, officers, enlisted personnel, administrative personnel, medical personnel, and auxiliary staff
The Federal Disaster Response Agency requires all personnel to maintain a uniform and personal appearance that reflects the authority, discipline, cleanliness, and organizational structure of FEDRA.
Uniform regulations exist to ensure immediate identification of FEDRA personnel, maintain military and governmental discipline, reduce the spread of disease, and establish a consistent professional appearance throughout all FEDRA-controlled facilities and Quarantine Zones.
All personnel are responsible for maintaining their issued uniform, equipment, personal hygiene, and general appearance in accordance with this directive.
All FEDRA personnel shall report for duty wearing a complete, properly maintained, and serviceable uniform.
Uniforms shall:
Be clean and free of excessive dirt, bodily fluids, blood, grease, food, or other contamination.
Be free of unnecessary tears, holes, stains, or unauthorized modifications.
Be properly fitted and worn as issued.
Have all required insignia, identification markings, rank insignia, and organizational patches properly displayed.
Have all buttons, fasteners, straps, buckles, and closures secured while personnel are on duty.
Be maintained in a condition suitable for immediate inspection.
Not be altered, dyed, decorated, or otherwise modified without authorization from the appropriate FEDRA command authority.
Personnel whose uniforms become contaminated during duty shall report to their immediate supervisor and replace, clean, or decontaminate the affected clothing as soon as operational circumstances permit.
FEDRA personnel shall be visually distinguished according to branch and function.
All military branches of FEDRA shall wear DARK BLUE as their primary uniform color.
This includes, but is not limited to:
FEDRA Infantry
FEDRA Military Police
FEDRA Security Forces
FEDRA Engineering Corps
FEDRA Logistics Corps
FEDRA Transportation Corps
FEDRA Communications Personnel
FEDRA Heavy Equipment Personnel
FEDRA Armories and Weapons Personnel
FEDRA Field Operations Personnel
Other military-designated FEDRA branches
Dark blue shall remain the standard identifying color regardless of local Quarantine Zone conditions.
Individual commands may authorize specialized protective equipment, outerwear, body armor, helmets, gloves, or other equipment when required by operational conditions.
Such equipment shall remain consistent with the FEDRA dark-blue military standard whenever reasonably practical.
All personnel classified as FEDRA Police Officers or FEDRA Administration Officers shall wear ALL BLACK while on duty.
The all-black uniform shall distinguish these personnel from FEDRA military forces and identify them as representatives of FEDRA's law-enforcement and administrative authority.
Required black uniform components may include:
Black duty shirt or tunic
Black trousers
Black duty belt
Black boots
Black gloves when required
Black outer coat or jacket when weather conditions require one
Black body armor when issued
Black police vest when assigned
Black headgear when required
FEDRA identification insignia
Rank or administrative insignia
No Police Officer or FEDRA Administration Officer shall substitute dark blue for black unless specifically authorized by the commanding officer.
FEDRA Police Officers and Administration Officers shall maintain a clean and disciplined appearance at all times while on duty.
Personnel shall:
Be clean shaven.
Maintain clean and properly groomed hair.
Keep hair from interfering with protective equipment or identification equipment.
Maintain clean hands and fingernails.
Wear only authorized jewelry or personal accessories.
Maintain a clean and serviceable uniform.
Beards and facial hair are prohibited for Police Officers and FEDRA Administration Officers while on duty.
Exceptions may be granted only for documented medical or operational reasons by authorized FEDRA medical or command personnel.
All FEDRA military personnel shall wear the prescribed DARK BLUE FEDRA UNIFORM while on duty.
Military personnel may wear authorized protective equipment over the uniform, including:
Body armor
Load-bearing equipment
Helmets
Respirators
Protective masks
Gloves
Rain gear
Cold-weather equipment
Chemical or biological protective equipment
Protective equipment shall not be considered a violation of the dark-blue uniform requirement when properly issued or authorized.
Military personnel shall maintain a clean and orderly appearance.
Personnel shall report for duty:
Clean and washed.
With clean hands and fingernails.
With properly groomed hair.
With uniforms free of unnecessary dirt and contamination.
With boots cleaned and serviceable.
With personal equipment properly maintained.
Unless otherwise directed by command, military personnel shall maintain a clean-shaven appearance when operational requirements permit.
Field conditions, extended deployments, combat operations, medical emergencies, or other circumstances may temporarily suspend normal grooming requirements.
FEDRA considers personal sanitation an operational requirement.
Every member of FEDRA shall maintain personal hygiene sufficient to prevent unnecessary transmission of disease and contamination among personnel and civilians.
Personnel shall regularly:
Bathe or wash the body.
Wash hands with soap or approved cleansing agents.
Clean fingernails.
Brush or otherwise clean teeth.
Maintain clean clothing.
Clean and maintain footwear.
Properly dispose of bodily waste.
Properly dispose of contaminated clothing and materials.
Report infectious illness or suspected contamination to FEDRA medical personnel.
Hands shall be washed:
Before eating.
After using sanitation facilities.
After handling waste.
After handling contaminated materials.
After medical treatment.
After contact with bodily fluids.
Before preparing or handling food.
Where water is unavailable, an approved FEDRA disinfectant or sanitizing agent shall be used.
The following personnel shall remain clean shaven while on duty:
FEDRA Police Officers
FEDRA Administration Officers
Personnel assigned to public-facing administrative duties when specifically designated by command
The requirement exists to maintain a consistent appearance and ensure that protective masks, respirators, and other issued equipment can be properly fitted.
A temporary exception may be authorized when:
A medical condition prevents shaving.
A medical officer determines shaving would cause injury.
Operational circumstances prevent access to shaving facilities.
Protective equipment requirements necessitate an alternative grooming standard.
All exceptions shall be documented when practical.
Uniform color shall serve as an immediate visual identification system.
DARK BLUE — FEDRA MILITARY
BLACK — FEDRA POLICE / FEDRA ADMINISTRATION
The distinction shall allow civilians, military personnel, and FEDRA officials to identify the general authority and function of personnel without requiring immediate verbal identification.
Unauthorized persons wearing FEDRA uniforms, insignia, rank markings, or identification shall be subject to investigation and detention in accordance with applicable FEDRA security regulations.
