In Sol Invictus, your freedom is determined by the metal plate you carry. This system, officially known as the Civic Access Ledger, dictates where you can go, what you can buy, and how the law treats you.
Every citizen must carry their Pass at all times. It serves as your identification, your proof of citizenship, and your travel visa between the districts (Rings).
Physical Description: The Pass is a rectangular metal plate, roughly the size of a playing card. It features your name and vital statistics engraved on the front, with a unique pattern of machine-cut perforations and a small embedded Aether-crystal core.
Verification: Guards at district gates and checkpoints carry handheld "Readers." When you insert your Pass, the device lights up to confirm your identity and clearance level.
Renewal: Just like a modern license, your Pass expires one year from the date of issue. It is your responsibility to visit a Ministry Office to renew it before that date.
Who Has It: The working class, factory laborers, and residents of the 4th Ring.
Access: Strictly limited to the 4th Ring (Smoke Stacks & Stench Streets).
Restrictions:
You cannot enter the 3rd Ring or higher without a temporary work visa stamped by an employer.
You are not permitted to leave the city walls unless part of an authorized mining or scavenging crew.
Renewal Cost: Free. (However, attendance is mandatory to update census records).
Who Has It: Shopkeepers, skilled artisans, mercenaries, members of the Syndicate or Iron Shard Compact, and the general "middle class."
Access:
Unrestricted travel within the 4th and 3rd Rings.
Gate Rights: You may enter and exit the city walls freely for travel or trade.
Privileges: Allows you to hold a business license and open a secure bank account.
Renewal Cost: Moderate (e.g., 50 Gold Pieces).
Note: If you cannot afford the renewal fee, your pass is downgraded to Bronze, and you lose your access rights.
Who Has It: Wealthy merchants, guild leaders, celebrities, and the upper crust of society.
Access:
Access to the 2nd Ring (High-end entertainment and luxury housing).
Conditional access to the Platinum Ring (Business appointments).
Privileges:
Priority Access: You skip lines at checkpoints and gates.
Leniency: City guards are instructed to treat Gold holders with "utmost respect." Minor offenses are often overlooked or settled with a fine rather than arrest.
Renewal Cost: Expensive (e.g., 500+ Gold Pieces). This acts as a yearly tax on wealth.
Who Has It: The Nobility, High Government Officials, and Arch-Mages.
Access: Unlimited. You may enter any district, including the Golden Citadel, government archives, and restricted military zones.
Privileges:
Total legal immunity for non-capital crimes.
Authority to commandeer public transport or order lower-ranking guards to stand down.
The Pass itself acts as a physical key, unlocking automated doors reserved for the elite.
Renewal: None. This pass is granted by birthright or direct government decree. It does not expire.
