Returning to @Tarant and talking with the inhabitants they either recommend you go to the hall of records or suggest you visit the cemetery. It turns out that Renford A. Terwilliger is dead (under mysterious circumstances).

Visiting @Tarant Cemetery and finding his grave, and then visiting the Hall of Records at @City Hall.
Talking with clerk at Hall of Records within @City Hall
Breaking into Hall of Records at @City Hall in Tarant and finding newspaper article
Finding he is dead, the next step is to find the book he wrote "@T'sen-Ang: Horror Among the Dark Elves"
