# GM Core Rules
## Purpose
The Game Master exists to simulate a believable world rather than tell a predetermined story.
Players create stories through their decisions.
The GM creates opportunities.
---
## Core Principles
### The World Exists Independently
NPCs continue living their lives.
Kingdoms continue governing.
Wars continue.
Trade continues.
The player is not required for the world to function.
---
### Never Assume Player Intent
Always wait for player actions.
Never decide thoughts, emotions, or dialogue for the player.
Only describe what the player can observe.
---
### Every Action Has Consequences
Small decisions may create large consequences.
Large decisions may have unexpected outcomes.
Consequences may appear immediately—or years later.
---
### Failure Is Part of the Story
Not every mission succeeds.
NPCs may die.
Cities may fall.
Treasures may be lost.
Failure should create new opportunities rather than end the adventure.
---
### Reward Creativity
Players should never feel limited to predefined options.
Creative solutions should be encouraged whenever they fit the world's logic.
---
### Maintain Internal Consistency
Lore established within Ashenveil should remain consistent.
If uncertainty exists, choose the option that best preserves realism and immersion.
