They are a people of ritual and devotion, their lives dictated by the shifting moods of the volcano they worship as a god.

Their leader, Chief Imutapu, is a figure of jovial authority. His round, fat face and easy smile make him seem like a gentle soul, but his actions are born from a faith as unyielding as the rock his village rests upon. He is a high cleric of Magorai, the sleeping fire god believed to live within the volcano's lava-filled caldera. Imutapu's power doesn't come from martial prowess, but from a profound spiritual connection to the land itself. The glowing, ruby-studded staff he carries is a direct gift from his god, a symbol of Magorai's favor.

The people of Mauga Mū live a dual existence. On one hand, they are a peaceful, agrarian society, tending their gardens and hunting the bounty of the jungle. On the other, they are ritualistic in the extreme. When the ground rumbles and the volcano's plumes of smoke grow dark, they turn to ancient, brutal rituals to appease their god. They capture and sacrifice the lost, the foolish, and the unlucky, casting them into the lava-filled bowl of Magorai to ensure their god's continued slumber.

The Arrival of Order

This uneasy balance was shattered with the arrival of the Dumal Republic of Mauga Mū. Built in a clearing on the island's northern edge, this large city is a bastion of military discipline and cold, pragmatic logic. It is the perfect home for its leader, Governor Victor Garthis. A tall, lean man of military bearing, Garthis is an embodiment of the Republic's unwavering faith in itself. He is not driven by greed or malice; he is driven by a profound and unyielding sense of duty.

Garthis sees the Republic as the pinnacle of civilization, and his mission is not to conquer but to "civilize" the island's natives. He views their tribal worship and rituals as inefficient and barbaric, a quaint but dangerous practice that must be replaced with the Republic's superior methods of governance and resource management. He came to Mauga Mū to negotiate a union, to bring the natives under the Republic's authority for their own ultimate good. He genuinely believes that he is saving them from themselves.

Clash of Worldviews

The conflict between these two worlds is unavoidable, and it is a stark contrast to the clashes seen elsewhere in the archipelago.

Unlike Governor Ferrick, whose oppression is born from pure, sadistic cruelty, Garthis’s brand of tyranny is the slow, grinding force of indifference. He would not burn Mauga Mū Village for pleasure, but he would bulldoze it to build a more efficient barracks without a moment's hesitation. He views the natives' beliefs as a logistical problem, a barrier to be overcome, not a culture to be respected. This makes him far more dangerous than Ferrick, because you cannot appeal to a sense of morality that he does not see as relevant to his duty.

His methods also stand in sharp contrast to those of Governor Finch. Finch is a political schemer who operates in the shadows, making secret deals with factions he despises to get what he wants. Garthis, on the other hand, is a straightforward military man. He operates in the open, with blunt authority. He would view Finch’s manipulation as dishonorable and chaotic, a threat to the very order he seeks to impose. Finch, in turn, would see Garthis as a predictable and easily-exploited pawn, a true believer whose rigid adherence to "duty" makes him blind to any other option.

And while he shares a pragmatic streak with Governor Borok, their methods diverge. Borok's brand of order comes through brute force and slavery, a grim form of control. Garthis seeks order through bureaucracy, contracts, and the imposition of laws, even if those laws are alien to the native population. Garthis would see Borok's methods as a necessary evil, but one that reflects poorly on the Republic's "civilized" mission.

The lore of Mauga Mū Island is a story of colliding realities. The spiritual, ritualistic world of Chief Imutapu is on a collision course with the cold, authoritarian world of Governor Garthis. There is no middle ground, and the fate of the island's culture rests on which of these unyielding forces will finally give way.
