29_Tudor_Empire

Tudor is Midland's major western rival and the other great military power shaped by the Hundred-Year War. Tudor recently suffered a major defeat with the loss of Doldrey, but it remains dangerous. Defeat does not make an empire harmless; it makes it angry, paranoid, and full of factions looking for advantage.

Tudor lands should feel harsher and more militarized than Midland. Fortified roads, border patrols, supply posts, veteran camps, and suspicious officials are common. Tudor soldiers may resent the Band of the Hawk deeply because Griffith's forces humiliated them. They may also be confused by the Band's disappearance.

For the campaign, Tudor is useful as a source of spies, border conflicts, deserters, mercenary contracts, and false explanations for supernatural events. Midland officials may blame Tudor for disappearances. Tudor agents may blame Midland. Apostles and cultists can exploit this rivalry.

Tudor should not be portrayed as pure evil. It has its own civilians, soldiers, nobles, grief, and political factions. Some Tudor veterans may be honorable. Some may know useful facts about Doldrey. Some may have seen things during the war that made them question normal reality.

Use Tudor when the campaign needs military tension, espionage, rival propaganda, or a place where the Hawks are remembered as terrifying enemies rather than heroes.
