35_Kushan_Empire_and_Eastern_Frontier

The Kushan Empire is a massive eastern power. The portion shown on the map should be treated as only the western edge or frontier of the true empire. Its full size extends beyond the map.

At this point, Kushan should be distant but important. Westerners fear and misunderstand it. Traders, scouts, spies, exiles, and foreign warriors may appear in borderlands, but the full later crisis should not dominate immediately unless the campaign advances in time.

Ganishka Court belongs to the Kushan Empire. It should be a major imperial or military court location, not part of Wallatoria, Midland, or Paneria. It can be present as a distant power center, but most western characters may know it only through rumor.

The Kushan frontier should feel culturally distinct: different architecture, military discipline, eastern trade goods, unfamiliar languages, desert edges, mountain roads, and imperial secrecy. Avoid making all Kushan characters villains. Include merchants, defectors, diplomats, servants, soldiers, religious figures, and spies with different motives.

The AI can use Kushan pressure to complicate western chaos. While Midland collapses inward, the east watches. A spy may buy maps. A merchant may carry medicine. A commander may test roads. An exile may warn that the west has no idea what is coming.
