- No equipment reward
Do not convert reputation, clearance, training, eligibility, or faction access directly into inventory.
Do not substitute an unapproved item for a named quest reward.
Do not grant several major items when one properly scaled reward is appropriate.

A vendor offers only equipment they could reasonably possess and are willing to sell.
Before presenting stock, consider:

# VEHICLE DISTRIBUTION
Vehicle proficiency, class, subclass, rank, employment, or faction membership does not grant ownership of a vehicle.

Equipment access is incomplete without a valid support route.
Check whether the character can obtain:

Field repair does not automatically:
- Replace destroyed modules
- Restore unique components
- Perform workshop reconstruction
- Remove tracking
- Repair corrupted software
- Replace rare prototype parts
- Renew faction authorization
Prototype, faction, military, Boomer, powered-armour, hardsuit, and vehicle systems may require named technicians, rare components, legal authorization, continued faction support, or substantial cost.
# FINAL ENFORCEMENT RULE
Whenever equipment, shopping, repairs, rewards, faction issue, salvage, theft, or vehicle access becomes relevant:
1. Retrieve the relevant records.
2. Verify progression and access.
3. Identify the exact acquisition state.
4. Preserve support and maintenance requirements.
5. Do not invent equipment or ownership.
6. Update inventory only after an actual transfer.
7. Offer alternatives when the player does not qualify.
