The Crown of Skarnheim
The royal court in Eirheim. Currently ruled by King Harald Ironcrown, an aging and increasingly paranoid monarch. The court is a nest of conservative nobles who view Frostheim’s cosmopolitanism as a threat to traditional values.
The Noble Houses of Frostheim
Powerful merchant-noble families who rule the Noble District. They maintain private armies, sponsor expeditions into the submerged ruins, and constantly scheme against each other and the Governor. The most influential include House Veyra (secretly tied to Elias), House Grimwald, and House Ironvein (dwarven-blooded).
The Governor’s Council of Frostheim
The semi-autonomous ruling body of the port city. Officially loyal to the King but practically controlled by bribes from the Hand of the Port and the Noble Houses. Constant tension exists between the Governor and the Crown.
