Overview

The Collective is the governing body of the Keth people. It unites many cantons, or local communities, under one central authority based in Slipwind. The Collective controls the Archive of Routes, which is the galaxy’s most trusted record of safe and unsafe jump lanes. Because every ship depends on accurate charts to travel, the Collective’s rulings can determine which ports survive and which ones collapse. Its influence is felt across every region of the Drift.


Headquarters

  • Slipwind is the heart of the Collective.

  • It is a vast canyon world with cities strung between ridge-lines by cables and tramways.

  • Here, auditors, surveyors, and archivists maintain the Archive of Routes, an official record of jump lanes updated with constant precision.

  • Slipwind is considered neutral ground, respected by most factions because its charts are vital for survival.


Structure

  • Canton Leagues: Each Keth canton sends delegates to represent their community. These delegates are chosen based on skill, record-keeping, and trustworthiness.

  • Auditors: The most respected members. They travel lanes, inspect beacons, and test safety conditions. Their word decides whether a route is safe or unsafe.

  • Archivists: Record keepers who maintain the Archive of Routes and distribute certified copies to ports, governments, and Data Guilds.

  • Route Councils: The ruling committees that decide how rulings are published, and how disputes between cantons are settled.


Methods of Power

The Collective holds power through accuracy and authority over navigation.

  • Route Certification: Only the Collective can officially declare a jump lane safe or unsafe. A single ruling can shut down traffic to an entire sector.

  • Archive of Routes: Their records are purchased and used by governments, Data Guilds, and Free Companies across the galaxy. Crews without updated records face extreme risk.

  • Contract Audits: The Collective reviews contracts tied to transport and navigation, exposing fraud, fake maps, and forged seals.

  • Lane Control: By withholding updates, the Collective can pressure worlds or factions into compliance.


Reach by Region

  • Core: The Collective’s records are deeply integrated into Central Authority law. All Core ports require proof of certified routes.

  • Mid: Many ports depend on Collective charts, but enforcement is mixed. Bribes and Syndicate maps sometimes compete with official updates.

  • Rim: Influence is weaker, but still respected. Even Syndicates often rely on stolen or outdated Collective records, since unsafe lanes mean lost ships.
