Publicly, it exists as a collection of consulting firms, crisis-response contractors, and research foundations. In truth, it monitors, contains, and intervenes in supernatural phenomena that threaten the city’s fragile normalcy.
N.O.C.T.U.R.N. does not seek control.
It exists to prevent escalation.
To civilians and authorities, N.O.C.T.U.R.N. appears as:
