Unofficially, they are a shadow network backed by corporate, political, and military interests — the very power structures the Garou despise.

Armed with silver-jacketed rounds, tranquilizer darts laced with wolfsbane, and cutting-edge surveillance technology, The Hound approach werewolf hunting as a methodical science. They maintain dossiers on known and suspected Garou, monitor kinfolk communities, and employ thermal imaging, drones, and biometric tracking to close the net before their quarry ever realizes the hunt has begun. Their operations often end in swift, clinical ambushes — no warning, no escape.

Many members truly believe they are defending humanity from dangerous predators. Many of them faced traumatic experiences with Garou in the past. But others, especially those in leadership, see the Garou as valuable biological resources. Whispered rumors tell of black-site facilities where captured werewolves are restrained, studied, and subjected to inhumane experimentation — dissected for weaknesses, tested for resilience, or pushed to trigger their transformations under controlled conditions. The truth of these rumors remains hidden behind layers of classified clearance.

The Garou debate whether The Hound serve the @Weaver’s will. Certainly, their fixation on control, their obsession with stability, and their defense of the status quo make them agents of stasis in all but name.
