Conceived by writer Scott Snyder, it expanded Gotham’s mythology by suggesting that a clandestine cabal of wealthy citizens had secretly governed the city for centuries. Their nursery rhyme—warning children to beware the “Court of Owls”—became a chilling legend realized as truth.
Operating from hidden lairs across Gotham, the Court uses influence, blackmail, and violence to maintain control. Its members wear owl-like masks and communicate in secrecy. The group employs undead assassins known as Talon—elite killers preserved with a regenerative serum—who enforce the Court’s will and eliminate threats to its secrecy.
The Court’s introduction challenged Batman’s belief that he fully understood Gotham. Their presence forced Bruce Wayne to confront the idea that even his family’s legacy might be tied to their influence. The storyline “Night of the Owls” (2012) expanded their reach, showing coordinated attacks by Talons against Gotham’s leaders and vigilantes.
