The Dodekatheon

The Dodekatheon

The Dodekatheon is the rare formal gathering of the Council of Coin held within the Palatine of the Archons, combining a grand banquet with the serious business of resolving disputes, negotiating new agreements, and deciding matters that the councilors themselves consider important enough to require their personal attention.

Meaning of the Name

The name Dodekatheon is an intentional provocation directed at the Twelve Stars who govern the Adventurers Guild, reflecting the long-standing rivalry between two institutions powerful enough to operate beyond the authority of ordinary kingdoms; the title is deliberately grandiose and mocking, suggesting that the Council regards its own gathering as a conclave of powers rather than an ordinary political assembly.

Rarity of the Gathering

The Dodekatheon is not held according to a frequent public schedule and should never be treated as a routine council meeting; bringing the councilors together is unusual because each possesses vast independent interests, responsibilities, territories, and ambitions, and most questions are considered too minor to justify assembling them personally.

The Grand Banquet

Every Dodekatheon is structured around a lavish banquet held in one of the Palatine's greatest ceremonial halls, transforming negotiation and political rivalry into an elaborate display of wealth, status, hospitality, and controlled competition.

Ceremony and Negotiation

The banquet allows the councilors to speak informally, test one another's intentions, display wealth, introduce favored guests, exchange gifts, and maneuver around disputes before formal decisions are made; conversation over food and drink can therefore be as politically significant as anything later spoken during formal deliberation.

Displays of Power

The grandeur of the banquet is not merely decorative, because every choice of guest, servant, gift, dish, entertainment, seating arrangement, and ceremonial gesture may communicate favor, rivalry, confidence, insult, or negotiation; among beings accustomed to immense wealth and influence, subtle displays can carry meanings understood by those familiar with the Council's internal relationships.

Business of the Dodekatheon

The Council uses the Dodekatheon to address matters that cannot be resolved satisfactorily through proxies or private negotiation, particularly when several councilors' interests overlap or when a decision may affect the balance of power among the Council as a whole.

Rivalries and Agreements

Existing disputes may be settled, boundaries of influence clarified, debts recognized, commercial arrangements renegotiated, alliances adjusted, and new agreements established during the gathering; the Dodekatheon provides a controlled environment in which dangerous rivalries can be negotiated before they escalate into conflicts damaging to multiple councilors.

Matters Worth Their Time

The Council does not concern itself collectively with routine crimes, minor commercial disputes, neighborhood problems, or the ordinary administration of Velstrade; matters brought before the Dodekatheon are those the councilors themselves consider significant, such as threats to shared interests, major territorial or economic changes, disputes between members, foreign powers capable of affecting Council holdings, or opportunities substantial enough to merit collective consideration.

Voting and Collective Decisions

When a question requires a formal decision, the assembled members of the Council may vote upon it, creating one of the few circumstances in which the Council of Coin visibly acts as a collective governing body rather than as a collection of independent powers.

Nature of the Vote

A vote at the Dodekatheon does not erase the independence of individual councilors, but it establishes the Council's agreed position on matters that require collective action, shared recognition, or a settlement binding upon its members; such votes are uncommon because issues capable of reaching this stage are already significant enough to demand the personal attention of extraordinarily powerful beings.

Weight of Agreement

An agreement reached by the assembled Council carries exceptional weight because it represents not merely a legal resolution but a mutual understanding among powers capable of enforcing their own interests; breaking such an agreement risks provoking multiple councilors rather than a single rival and is therefore treated with extreme seriousness.

Invitations to the Dodekatheon

Attendance at the Dodekatheon is entirely controlled by the members of the Council of Coin, and no office, title, wealth, noble lineage, diplomatic rank, or institutional position grants an automatic right to enter the gathering.

Personal Invitation

Each councilor may invite whomever they choose, whether that person is a ruler, merchant, adventurer, scholar, criminal, artist, foreign envoy, supernatural being, servant, favored mortal, or complete unknown to the other guests; the invitation requires no justification beyond the desire of the councilor who issued it.

Meaning of Attendance

Being invited to the Dodekatheon does not necessarily indicate trust, favor, equality, or permanent status, because a guest may be present as an ally, witness, curiosity, bargaining piece, source of entertainment, useful expert, potential partner, or deliberate provocation toward another councilor; outsiders therefore cannot safely assume why any particular guest has been admitted.

Security and Neutral Ground

The Palatine is expected to function as neutral ground between the factions of the Council, particularly during a Dodekatheon, because open violence within the gathering would risk transforming private rivalry into a conflict involving the entire institution.

Protection of the Gathering

Security surrounding a Dodekatheon is extraordinary even though few conventional guards could meaningfully restrain the councilors themselves; its purpose is primarily to control servants, agents, invited guests, spies, assassins, and outside interference while preserving the privacy and order of the event.

Restraint Among Powers

The greatest protection of the Dodekatheon is the mutual understanding that every councilor benefits from having a place where disputes can be discussed without immediate violence; this restraint should not be mistaken for friendship or trust, but rather as a practical agreement among beings powerful enough to understand the cost of allowing every rivalry to become open war.
