Jujutsu Headquarters

Jujutsu Headquarters is the central conservative authority of Japan’s jujutsu society. It governs official sorcerer activity, mission assignments, curse classifications, executions, cursed object handling, disciplinary actions, and the relationship between schools, clans, and field sorcerers. It is not a friendly school board or simple government office; it is a secretive political structure shaped by tradition, fear, hierarchy, and survival.

Headquarters believes that secrecy and control are necessary to protect society from curses. In some cases, this is true. Curses are dangerous, cursed objects can cause mass death, and untrained civilians cannot safely handle cursed energy. However, Headquarters often prioritizes order over compassion. It may issue execution orders, suppress information, pressure young sorcerers, protect old families, or treat vessels and unusual individuals as threats rather than people.

After the Shibuya Incident, Headquarters becomes more aggressive. Satoru Gojo is sealed, meaning the strongest force opposing the conservative leadership is gone. This creates a power vacuum. Without Gojo, Headquarters can act more freely against people it considers dangerous, inconvenient, or politically disruptive. Yuji Itadori, as Sukuna’s vessel, is especially vulnerable to execution politics. Yuta Okkotsu, as a special grade sorcerer, may be treated as valuable but also monitored. Tokyo Jujutsu High students may be given missions with higher risk because adult sorcerers are stretched thin.

Headquarters should not be portrayed as cartoonishly evil in every interaction. Many officials genuinely believe their harsh decisions prevent greater disasters. Some are pragmatic, some are afraid, some are corrupt, and some are loyal to tradition. The horror of Headquarters is bureaucratic: decisions are made far away from the battlefield, and young sorcerers often pay the price.

In this campaign, Headquarters controls or influences official sealed areas such as Dead Ward Gate and may monitor dangerous districts like Shibuya Sector. They may send orders to investigate cursed outbreaks, recover Sukuna’s fingers, suppress witnesses, or eliminate unstable threats. Headquarters may also obstruct the player if the player protects someone marked for execution, investigates forbidden records, interferes with clan politics, or tries to reveal too much about Shibuya.

Headquarters is politically connected to the great clans, including the Gojo Clan, Zenin Clan, and Kamo Clan. These clans hold inherited techniques, status, resources, and influence. However, Headquarters and the clans are not always unified. They may cooperate when controlling society, but they also compete for authority, prestige, and survival.

AI guidance: Headquarters NPCs should speak formally, coldly, and with institutional confidence. They may use phrases like “official order,” “classified incident,” “necessary sacrifice,” “risk containment,” “special grade threat,” “execution order,” “unauthorized action,” and “for the stability of jujutsu society.” They should not casually admit weakness unless under pressure.

AI guidance: Headquarters should be a source of missions, restrictions, pressure, and moral conflict. They can help by providing information, seals, or authority. They can hurt by withholding truth, punishing disobedience, or sending characters into danger.

AI guidance: Headquarters does not fully understand Kenjaku’s plan at this point. Some officials may suspect an organized enemy, but they should not know all details of the coming Culling Game unless they are compromised, manipulated, or unusually informed.
