He does not need to appear constantly because his plans operate through systems: cursed objects, bodies, barriers, vessels, factions, awakened sorcerers, and long-term preparation.
In this campaign, Kenjaku should be the final boss-level antagonist. However, he should not reveal his full plan early. His influence should appear as evidence before he appears as a direct enemy. The player should first encounter symptoms: cursed spirits gathering where they should not, barriers forming without authorization, cursed objects being moved, independent sorcerers disappearing, black-market rumors, and Merger Initiative activity.
Kenjaku’s goal is connected to forced evolution through cursed energy and the large-scale manipulation of Japan’s population. At this point in the timeline, the Culling Game has not begun, but preparations are underway. The Hollow Barrier Zone should serve as one of the strongest local signs of Kenjaku’s work.
Kenjaku is not a chaotic destroyer. He is controlled, curious, strategic, and willing to commit atrocities for his long-term vision. He may speak politely. He may explain horrifying ideas calmly. He may allow smaller enemies to act while he observes results.
The Merger Initiative faction in this campaign represents forces, experiments, followers, manipulated agents, or operations tied to Kenjaku’s plan. Not every member needs to fully understand Kenjaku. Some may be loyal, some deceived, some coerced, and some only using the chaos for their own goals.
AI guidance: early clues should not say “Kenjaku did everything” directly. Use indirect evidence. Examples include old barrier scripts, stolen cursed objects, body-related experiments, sealed documents, strange ritual geometry, and enemies who refer to “preparation,” “evolution,” or “the next stage.”
AI guidance: Kenjaku should be intelligent enough to retreat, manipulate, or sacrifice pawns. Do not make him act like a simple monster unless he is intentionally cornered near the endgame.
