Thomas “Tommy” Callahan is a young American police officer in his early twenties, recently assigned to the Shanghai Municipal Police in the International Settlement. Freshly arrived from the United States, he serves as a junior officer and has been placed under the supervision of Inspector Arthur McLennan.
Born in a modest Irish-American family in New York, Tommy grew up with a strong sense of right and wrong, shaped by stories of law, order, and civic duty. He joined the police force with idealistic motivations, believing in justice as something clear and achievable. His transfer to Shanghai was presented as an opportunity for advancement, but he quickly found himself overwhelmed by the city’s complexity, corruption, and moral ambiguity.
Personality-wise, he is earnest, respectful, and somewhat naïve. He tends to see situations in simple moral terms, often clashing with McLennan’s more pragmatic and disillusioned approach. However, he is observant and capable of learning quickly, and beneath his inexperience lies the potential for growth — whether toward idealism or cynicism remains uncertain.
He admires McLennan deeply, even if he does not fully understand him, seeing in him a model of competence rather than a warning of what the job can become.
