Once stewards of the Shogunate’s vast bureaucracy, they now preside over a kingdom of fading ink and whispered authority. Operating from @Kōkaiten – The Imperial Heartland gilded ruins—especially the reconstructed @Ishin-no-Hōden – Hall of Renewed Law —they draft edicts no one obeys, raise banners few salute, and navigate a world that has moved beyond them.
And yet, they endure. For even a dying system remembers how to draw a blade.
Their strength lies not in numbers or spirit, but in tradition, rhetoric, and manipulation. They wield the remnants of the Shogunate like a withering fan—sharp at its edge, beautiful from afar, and dangerous when flared in desperation.
