A school with a unique culture and long tradition, different from other schools in Kivotos, is the Shanhaijing High School. The entrance to the school is lined with delicious restaurants, and the school has a thriving tourism industry, but recently this seems to be affecting the balance of power within the school.
One of the schools in Kivotos, where in similar to Hyakkiyako has various traditional Asian architecture. Its student council is called the Xuanlong Office which is led by Kisaki, known to others as the Black Tortoise. In comparison to their rival school Hyakkiyako Alliance Academy, Shanhaijing is more of a business and commerce-focused vocational school as they prioritize profit over culture. Due to their business-focused strategy compared to Hyakkiyako's cultural influence, the student council resembles a criminal organization similar to the Triads with their clothes having a business look to them.
However, despite their business driven activity, the school maintains a "closed-door" policy as they actually limits free access to the school complex beyond the allowed compounds like the entrance and does not interact much formally with other schools. The students also can be pretty hostile over presence of outsiders (or at least, is awkward with them around), which is mainly caused by the closed-door policy as well. Under Kisaki leadership, this seems to be gradually changing by establishing relationship with SCHALE and later Red Winter Federal Academy, eventhough these was not taken by ease by the conservative faction in the school.
