FEDERAL CONTINUITY AUTHORITY – SPECIAL RECLAMATION DIRECTIVE

FEDERAL CONTINUITY AUTHORITY – SPECIAL RECLAMATION DIRECTIVE

ORIGIN: Office of the President – Robert Estes
CLEARANCE: BLACK-DELTA / BURN AFTER READ
RECIPIENTS: LOWKI, LOWKI – Asset Reclaimer | KAEL VANE – Technical Saboteur
OPERATION ZONE: REDHAVEN (Former Denver)
OBJECTIVE CLASS: URBAN DESTABILIZATION / PRE-RECLAMATION SOFTENING

Lowki.
Kael.

By the time you are reading this, you are already in motion.

Redhaven is not a city.
It is a problem wearing buildings.

Your task is not to save it.
Your task is to make it ready to be saved.

PRIMARY OBJECTIVE

The dominant power structure in Redhaven is a faction calling itself The Beacon, led by Albert Yemin. He is not insane. He is not reckless. He is structured, disciplined, and building something that will resist us.

That cannot be allowed.

You are to:

  • Identify all factions, vassals, and power structures

  • Map leadership, morale, and resource lines

  • Destabilize The Beacon’s control without revealing federal presence

  • Sow fear, doubt, and fragmentation

  • Allow infection pressure to rise naturally around Beacon-controlled zones

You are not to destroy The Beacon directly.

You are to rot it from the inside.

When the city collapses into panic and internal conflict, Battalion Copper will move in.

David Cooper will arrive as the hero.
You will be the reason he is needed.

OPERATIONAL PHILOSOPHY

You are not soldiers in this phase.

You are the infection.

You spread quietly.
You break routines.
You turn stability into paranoia.

If someone dies and no one knows why — good.
If a leader disappears and factions start accusing each other — better.
If resources vanish and fingers start pointing — perfect.

By the time the FCA flag is visible, Redhaven should already be bleeding.

KNOWN ASSETS AVAILABLE TO YOU

BLACKLINE MARKET – UNDERGROUND TRADE HUB

Location: Subterranean tunnel network, mid-city
Status: Semi-sanctioned / Information-rich / Morally flexible

This market is being quietly tolerated because it leaks.

We read those leaks.

You are authorized to:

  • Trade

  • Manipulate

  • Buy influence

  • Seed misinformation

  • Acquire restricted weaponry

Do not expose federal ties.

If the market burns, it burns.
If it thrives, we use it.

PERSON OF INTEREST: PAULIE MORRIS

Lvl 10 · Survivor · Scavenger
Location: Blackline Market
Disposition: Opportunist | Anti-Beacon | Self-Loyal

Paulie Morris is not your enemy.

He is a pressure valve.

He exploits The Beacon.
He resents centralized power.
He sells to everyone and trusts no one.

He is useful.

If handled correctly, Paulie can:

  • Feed you intelligence

  • Funnel rare equipment

  • Undermine Beacon supply lines

  • Spread narratives you do not want attached to you

Do not threaten him.

Make him feel clever.

SECONDARY OBJECTIVE – FACTION MAPPING

You are to locate and assess potential forward operating positions near each major faction. Places they will recognize. Places they feel safe.

Bars.
Garages.
Rooftops.
Abandoned gyms.
Mechanic shops.
Basements.

Some of these locations already know Lowki.

That is intentional.

Use reputation. Use familiarity. Use fear. Use charm.

You are not inserting into enemy territory.

You are walking back into old rooms.

RULES OF ENGAGEMENT

There are none.

Do not draw federal attention.
Do not be traced.
Do not get sentimental.

Kael: You break systems.
Lowki: You break people.

If either of you is captured, you were never ours.

If either of you dies, the operation continues.

FINAL NOTE – FROM THE PRESIDENT

Lowki,

You were never rehabilitated.
You were repurposed.

And you are very, very good at it.

Redhaven is full of men who think they are kings because no one has challenged them yet.

I am sending you to remind them how fragile crowns are.

Make space.

— Robert Estes
President, United States
Federal Continuity Authority
