Named for an ancient Greek colony on the same shore, Dioskuria is a port metropolis of roughly 1.8 million built in layers: Greek foundations, Soviet resort architecture, Charter-era glass and a rind of new slum. It has five main districts, with four more areas between them: Orbeliani District, the neutral seat of the Licensing Board; Leselidze Street, a boulevard contested between World Marshal and Desperado; South Embankment, a shipping and rail district between the Spire and Pskhu Heights; and Dioskuria Central, the active front where three holdings meet.
Kolkhida Port is the container port, stacked eight high and wired with cranes. Everything that enters or leaves the Zone passes through it, and every faction contests it. Tbilisi Plaza is the medical and augmentation district: military clinics, research laboratories and command offices held by World Marshal, where soldiers also trade parts and upgrades under the counter. Palace Row is the old Soviet sanatorium coast, now a belt of hotels, embassies and PMC headquarters behind private checkpoints. It is where deals are signed. Old Town is the crooked heart of the city, a maze of Greek stone, shuttered bazaars and safe houses with bad sightlines, held by Desperado. Pskhu Heights is the sprawl where war refugees, demobilised soldiers and failed cyborgs live in tower blocks that were never finished.
Looming over all of it is the Harbor Spire, a skyscraper the Charter began as the Zone's symbol. It stands seventy floors tall and entirely unfinished, a hollow lattice whose upper levels are held mostly by Vanta, with smaller pockets claimed by the Outer Heaven Movement and the Dzmoba, and whose lower levels are owned by no one. Beneath its deep foundations lies Vanta's underground complex, a network of utility tunnels that reaches under Palace Row and includes a Patriot-era blacksite.
