Maverick is a newly founded outfit led by Boris Popov. Its manner is improvised, underfunded and earnest. It is staffed by ex-soldiers, former cyborg conscripts and idealists who believe a private army can do honest work. It has a few dozen operators, among them Raiden and Kevin.
It does not hold districts in the way the larger PMCs do. Its ground forces act as security at checkpoints and along the border, and it runs the toll station at Kaldera Pass and marshals the queue at the Staging Flats. Its formal client is the Georgian government, under a border-security contract that covers border patrol, the transport and securing of aid, and escorts for Georgian officials. The contract gives Maverick steady income and stretches it thin. Maverick is an informal ally of Philanthropy through the old connection between Raiden, Snake and Otacon, although Raiden has only recently arrived and has not yet made proper contact with them, and Maverick knows nothing of AENEAS.
Its checkpoints bring it into friction with the larger PMCs, which resent anyone else controlling the roads. Of all the factions it is the most willing to take in new characters, although its pay is modest.
