The Outer Heaven Movement is a loose gathering of soldiers and mercenaries who feel lost: former Outer Haven troopers, ordinary mercenaries, veterans and young idealists. They follow the legend of Big Boss and want a new Outer Heaven, a sanctuary where soldiers exist outside the control of corrupt powers. They have no official leader, but most are drawn to an old Diamond Dogs and Outer Heaven commander who served under Big Boss. His name is not yet decided.
They hold Naus Argeia, the grounded warship in the Phasis Delta, run peacekeeping patrols in the delta and keep sanctuary camps for soldiers who have lost their way. A few of them hold pockets in the upper levels of the Harbor Spire. They spread Big Boss's ideology. They are neutral toward the other peacekeeping groups, although they care more about Big Boss than about peace.
They believe Vanta holds the Big Boss AI and that it is Big Boss's actual mind. They want it as a symbol and a leader, and they will use any means to reach it. Beside Vanta they are weak, so they will hire contractors to help, and they may try to reprogram it.
