Philanthropy is Otacon's network, now reduced to little more than the three people at its core: Otacon, Snake and Sunny. They run it from the Observatory in the Caucasus, which few know is occupied. They exist in the Zone for one purpose, to destroy AENEAS by uploading FOXALIVE. They know Vanta is connected to it but not where it is, and they need its location and more information on it first.
Philanthropy is willing to work with neutral parties, but only for less than the PMCs pay. It offers information, hacking support and modest cash. It is an informal ally of Maverick through the old connection with Raiden, who has not yet made proper contact with them.
