The Dzmoba (the Brotherhood)

The Dzmoba, which outsiders call the Brotherhood, presents itself as the Zone's local resistance. To the civilian population it is a movement of locals defending their homes from the abuses of the foreign PMCs, and it takes in the angry locals who want to fight and reclaim their city. Behind closed doors it is controlled by senior crime bosses, the kanonieri kurdebi, who see the foreign PMCs as an intrusion on their extortion, port smuggling and protection rackets. The movement is not entirely a lie. The bosses do want to reclaim the city, for their own purposes, and the relationship is symbiotic. The locals could not arm or organise themselves on their own, and the bosses need their numbers, their labour and their goodwill.

Several bosses from different mafias share the front uneasily, among them the Samukhadze Klan, Portis Tsaqari and Poladis Mushti. Most of the locals do not know who really gives the orders.

Its headquarters lie in the compounds of the Rail Yards in the Rioni Valley Works, where its labour crews cut wagons and strip the old industry for salvage. It holds most of the Works, including the garrisoned company towns of the Smelter Belt, and it runs the toll posts and stilt hamlets of the Phasis Delta and the rail transfer on South Embankment. It also keeps small bases in the mafia's usual haunts across the city.

The Dzmoba fights every outsider. It tolerates Novaya Khvatka slightly, although an angry and uninformed local occasionally marches up to the Russian camp and is promptly shot. It offers a black market and safe houses, guides and routes through the delta and the Works, and local knowledge and gossip. Everyone courts it, and it works with no company.
