Overview

The Exodia Inquisition is not a single nation in the traditional sense. Instead, it functions as a theocratic super-government that oversees many kingdoms, city-states, and territories across @Wulfasaga and parts of @Oktoberland.

Most kingdoms maintain their own monarchs—kings, queens, or dynasties—but in reality their authority is heavily balanced, and often overshadowed, by the power of the Exodia Church.

The official philosophy of the system is that kings rule the land, but the Saints rule the soul.

Because of this belief, the Church holds enormous political influence over military decisions, law, education, and even economics.

Many monarchs rule in partnership with the Church, while weaker rulers may simply become ceremonial figures.


The Supreme Authority

The Holy Pontiff (The Pope of Exodia)

At the very top of the system sits the Holy Pontiff, commonly known simply as the Pope.

The Pope is considered the spiritual successor to the Twelve Saints and the ultimate interpreter of the Holy Script of Kiba Romae. @Holy Pontiff Aurelius IV

Although technically a religious leader, the Pope has immense political power.

The Pope can:

  • declare holy wars and crusades

  • appoint or remove Inquisition leaders

  • influence monarch succession disputes

  • approve major laws affecting the faith

  • command Exodia military forces in times of crisis

The Pope rarely rules directly, but his word carries the weight of divine authority.


The Council of Halo

Below the Pope is the Council of Halo, the governing body that manages the day-to-day operations of the Exodia Inquisition.

This council is composed of powerful religious officials and military leaders.

Members include:

  • Grand Marshals of the Inquisition

  • High Cardinals of the Church

  • Saint Representatives

  • Strategic Advisors from Legendary Adventure Parties

The Council determines large-scale policies such as military campaigns, religious doctrine enforcement, and regional governance.


The Living Saints

Living Saints, such as @Seraphine Noctis, are not administrative rulers but spiritual icons.

However, their influence can rival that of the Pope himself.

Saints inspire faith, mobilize armies, and legitimize political decisions.

When a Saint publicly supports a cause, entire regions may rally behind it.


Regional Governance

Because the Exodia Inquisition spans many lands, governance is divided into regional layers.


High Inquisitorial Governors

These officials oversee entire regions or provinces.

They act as both religious authorities and military administrators.

Their responsibilities include:

  • enforcing religious law

  • coordinating military defenses

  • supervising lower Inquisition officials

  • managing relations with local monarchs

They are often powerful figures who can rival kings in authority.


City Inquisitors

Each major city under Exodia influence has a City Inquisitor.

These individuals function as the Church’s local representative.

Their duties include:

  • overseeing law enforcement

  • investigating demon cult activity

  • supervising temples and clergy

  • monitoring magical research

  • approving Adventurer League activity

City Inquisitors often hold equal or greater power than local mayors or nobles.


Town Inquisitors

Town Inquisitors manage smaller towns and rural regions.

They coordinate taxes, militia organization, and religious ceremonies.

They also report suspicious activity, especially signs of demon lord influence.

Many Overseers are former adventurers, priests, or retired soldiers.


Relationship with Monarchs

Most kingdoms maintain traditional monarchies.

However, the balance of power varies widely.

There are three common arrangements.


Cooperative Kingdoms

In many regions, monarchs willingly cooperate with the Exodia Church.

These rulers gain legitimacy and military support in exchange for enforcing religious law.

Examples include:

Independent Kingdoms

Some kingdoms maintain stronger independence and allow the Church influence but not full control.

Examples include:

  • The Pendragon Empire

  • Certain regions of Wolfenstein

These states respect the Saints but maintain cultural autonomy.


Church-Dominated States

In certain territories the Church effectively rules directly.

Local monarchs exist mostly as symbolic figures while real power lies with Inquisition officials.


Local Administration

At the lowest level of governance are the local authorities who manage daily life.

These include:

Temple Wardens
Responsible for maintaining temples, organizing religious festivals, and guiding community faith.

Militia Captains
Command local defense forces and coordinate with Inquisition soldiers.

Faith Magistrates
Handle legal disputes related to religious law.

Adventurer Guild Liaisons
Manage contracts with the Adventure League and oversee monster-hunting operations.


Law and Order

Exodia law is built around two central principles:

  1. Protect the world from demon lord influence.

  2. Preserve the teachings of the Twelve Saints.

Crimes often include:

  • demon worship

  • illegal demon contracts

  • necromancy

  • spreading forbidden doctrines

  • assisting Red Union forces

Punishments range from imprisonment and labor to execution or magical binding.


Military Authority

The Exodia Inquisition maintains its own military structure separate from most kingdoms.

However, during major conflicts, kingdoms often combine their armies with Inquisition forces.

Major military campaigns are typically commanded by Grand Marshals, such as @Valerica Ironcrown.


Political Reality

Officially the system is described as a holy partnership between crown and church.

In reality, the Church often holds the greater influence.

Faith binds the population together, and the Exodia Inquisition controls that faith.

Even powerful kings must think carefully before opposing the Church.

Because if the Church withdraws its blessing…
