The Hero License System of America

In the @United States Of America, heroism is not just an identity — it is a profession governed by law, merit, and public accountability.
Every individual who wishes to use their Quirk in public service, crime prevention, or professional competition must obtain an official Hero License issued and regulated by the @Heroes League of America.

The Hero License System defines a hero’s authority, rank, and responsibilities — serving as both a legal credential and a mark of trust in the eyes of the nation.


The Hero License Pathway

From student-hero to professional, every candidate progresses through a structured certification pipeline supervised by three key institutions:

  • @American Hero Academies Organization (AHAO)– secondary hero education (ages 18–20)

  • @National Collegiate Quirk Association (NCQA)– university-level hero development (ages 21+)

At each stage, the hero’s performance, discipline, and integrity determine their eligibility for increasingly powerful Hero Licenses.


1. Provisional Hero License @American Hero Academies Organization (AHAO)

Issued by: The American Hero Academies Organization
Eligibility: High school students who pass the Hero Entrance Exam and training evaluation

Description:
The @Provisional Hero License is the first legal certification of a hero-in-training, authorizing limited hero activity under mentorship. It is a rite of passage in every academy, symbolizing a student’s readiness to assist in real operations.

Privileges:

  • Authorized for sidekick missions and supervised field training

  • May participate in inter-academy hero events and AHAO tournaments

  • Eligible for scouting by NCQA universities and state Guilds

Restrictions:

  • Must operate under a licensed Pro Hero

  • No solo missions or public rescue operations without approval


2. Standard Hero License (AHAO Graduate Level)

Issued by: @Heroes League of America in partnership with @American Hero Academies Organization (AHAO)
Eligibility: Successful graduation from an accredited @American Hero Academies Organization (AHAO)

Description:
The @Standard Hero License is the mark of a certified, entry-level professional hero. Graduates may operate independently for small-scale rescue, investigation, and anti-crime efforts, or join local Guild branches.

Privileges:

  • Legal authorization for hero activity nationwide

  • Eligible for registration in a state Guild

  • Participation in Hero Brawls and civic missions

  • Can earn salary and sponsorships

Restrictions:

  • Limited mission clearance (regional-level only)

  • Must renew certification every 3 years through League evaluation


3. Collegiate Hero License (NCQA Hero Program)

Issued by: @Heroes League of America via @National Collegiate Quirk Association (NCQA) certification
Eligibility: Active university student enrolled in a licensed NCQA Hero Program

Description:
Granted to university heroes who have surpassed the @Standard Hero License, the @National Collegiate Quirk Association (NCQA) bridges academics and professionalism. It allows NCQA athletes and student-heroes to operate semi-independently during fieldwork, humanitarian efforts, or Quirk Brawl competitions.

Privileges:

  • Operate independently in low-risk public zones

  • Engage in official NCQA-sanctioned missions and tournaments

  • Eligible for NIL (Name, Image & Likeness) earnings

  • May collaborate with local law enforcement during emergencies

  • Scouted directly by Hero Guilds and the National Quirk Fighting League (NQFL)

Restrictions:

  • Must remain enrolled and in good academic standing

  • May not lead Guild missions or command pro-level squads


4. Hero Bachelor License (NCQA Graduate)

Issued by: @Heroes League of America
Eligibility: Completion of a 4-year @National Collegiate Quirk Association (NCQA) Hero Program

Description:
The @Hero Bachelor License certifies full hero professionalism, granting nationwide operational freedom. Holders can join elite Guilds, lead hero units, or pursue specialized heroic disciplines.

Privileges:

  • National field clearance (state to state mobility)

  • Access to high-paying Guild contracts and sponsorships

  • Leadership roles within hero squads or regional task forces

  • Pathway to HLA Officer Examination


5. Master Hero License (Postgraduate)

Issued by: @Heroes League of America Advanced Certification Bureau
Eligibility: Completion of a Master’s-level Hero Degree (or equivalent service record)

Description:
The @Master Hero License represents elite operational authority — the hallmark of national heroes, Guild captains, and specialists trusted with international-class crises.

Privileges:

  • Full federal clearance

  • Access to multi-state disaster response programs

  • Eligible for Guild leadership and tactical command roles

  • Recognition by the World Hero Council (for global licensing)


License Symbolism

Each license is a physical badge and digital ID, encoded with holographic seals representing:

  • Hero’s name and ranking tier

  • Guild affiliation and jurisdiction

  • Unique Quirk signature imprint

Advanced licenses emit a faint glow when activated, projecting the bearer’s identification aura — a visual emblem of legitimacy in public operations.
