United States Government

The @United States Of America Government of 2075 is a fractured remnant of the democracy that once stood as a global symbol of liberty. In its current form, it is an aging bureaucracy built on fear, prejudice, and control—fueled by decades of paranoia toward the rise of Quirk users. The state survives through rigid authority, surveillance, and the myth of order, its leaders presenting themselves as guardians of humanity while clinging desperately to the last illusion of stability.

The Law of Human Governance (2025)

In 2025, the U.S. Congress passed the Law of Human Governance, a constitutional amendment that forever altered the nation’s political landscape. This law decreed that only @Quirkless Human could hold federal office, citing “the preservation of impartial governance” and “protection of non-empowered citizens from undue influence.”

At the time, @Quirk Human made up roughly 40% of the population, but by 2075, that number has grown to over 80%. The amendment has since become the cornerstone of systemic discrimination—a wall separating the ruling class of quirkless elites from the majority of the nation’s population.

Successive administrations expanded upon the law with dozens of Anti-Quirk Acts, including:

  • The Civil Control Directive (2031): restricting public use of quirks outside licensed hero activity.

  • The Public Safety Assurance Act (2048): mandating genetic registration for all Quirk users at birth.

  • The Quirk Containment and Education Act (2056): placing limitations on what powers can be trained or publicly demonstrated.

These policies, justified under the rhetoric of safety, created a caste system—one where quirkless officials ruled from marble chambers while powered citizens were monitored, categorized, and often exploited for labor or entertainment.

Theodore Stan Lee — The President of the United States

President @Theodore Stan Lee is the 61st President of the United States, a quirkless man whose name and manner evoke an era long gone. He is dignified, eloquent, and idealistic—an old-world patriot who still believes in unity and democracy, even as those ideals rot beneath him. A former historian and senator from New York, Lee rose to prominence as a voice of reason during the early years of the Second Civil War. His speeches promised reconciliation between humans and Quirk users, an end to violence, and a restoration of trust.

But beneath his optimism, President Lee is isolated and surrounded by manipulation. The machinery of government that serves him has grown monstrous. His cabinet, Senate, and military are dominated by the Human Preservation Bloc, a coalition of hardline quirkless politicians who maintain power through propaganda, surveillance, and brutal enforcement. The president is often kept out of classified briefings, shielded from the corruption festering within his own administration.

Unbeknownst to him, the very government he leads funds operations to suppress Quirk-heavy districts, enforce sterilization policies in select regions, and cooperate secretly with corporate powers such as the @The Heathers Company, who provide “economic stabilization” in exchange for policy control.

President Lee still appears regularly on national broadcasts, speaking of hope and equality, while the people he governs whisper that he has become a figurehead—a kindly face for a regime that fears its own citizens.

Government Structure

By 2075, the United States government functions less as a democracy and more as a technocratic theocracy of the quirkless elite.

Executive Branch

Headed by President Theodore Stan Lee, the executive branch maintains the illusion of unity while serving as a tool for the Senate and military-industrial interests. Key cabinet positions—Defense, Homeland Security, and the Department of Heroic Regulation—are all held by quirkless technocrats loyal to the Human Preservation Bloc.

Legislative Branch

Congress has evolved into a polarized fortress of power. The Senate, entirely composed of quirkless politicians, acts as the ruling body of the nation, while the House of Representatives has been reduced to a ceremonial chamber with limited influence. Corporate lobbying and military contracts dictate most legislation, with the Heathers Company and other megacorporations effectively writing bills themselves.

Judicial Branch

The Supreme Court, once a check on governmental overreach, now serves as its instrument. All sitting justices are quirkless, appointed by a council of senators rather than the president. Their rulings consistently favor policies that restrict Quirk rights, protect corporate monopolies, and justify martial law in “unstable” regions. The justice system has become a weapon used to preserve the illusion of order.

The Civil War and Its Aftermath

The American Civil War of 2064 erupted when Quirk user militias, activists, and disenfranchised veterans rose against the government’s systemic oppression. The @The New Yankees, led by President @Jackson Justice, declared independence across several central states—Montana, Wyoming, the Dakotas, Kansas, Missouri, Arkansas, and Mississippi—establishing a separatist “Super Human Nation.”

The government responded with overwhelming force, deploying drone armies and private military contractors under corporate funding. Millions died, cities were erased, and the war remains unresolved a decade later. Though the federal government claims control of the continent, the truth is a patchwork: the East Coast remains stable under strict rule, the West fractured into corporate zones, and the central states locked in guerrilla warfare.

Even now, the government broadcasts daily propaganda under the banner “United We Stand, Human We Remain,” insisting the rebellion is dying out, though the front lines tell another story.

Modern Rule

By 2075, the federal government functions as an oligarchy with the veneer of democracy. It is sustained through:

  • Surveillance: Nationalized AI systems monitor every registered Quirk user through DNA-linked identification chips.

  • Propaganda: The Hero Network and state-run media glorify licensed heroes while vilifying unregistered Vigilantes and separatists.

  • Corporate Dependency: The Heathers Company provides food, healthcare, and pharmaceuticals, effectively controlling national welfare.

  • Military Expansion: The U.S. Armed Forces now operate as a hybrid of soldiers and Hero Division operatives—Quirkless commanders directing limited numbers of controlled Quirk users as weapons.

President Lee clings to the hope that diplomacy and reform can heal the divide, unaware that his administration is quietly preparing to implement Operation Harmony, a classified plan to sterilize all future Quirk births through genetic engineering.

Legacy of the 2025 Law

The Law of Human Governance created more than inequality—it created a philosophy. The ruling elite believe humanity must remain “pure” to survive, viewing Quirks as both a gift and a contagion. What began as political caution has become a religion of human supremacy. Politicians speak of “preserving divine design” while corporate leaders profit from regulation and rebellion alike.

In this climate, Theodore Stan Lee stands as a tragic figure: a man without powers, ruling a nation consumed by them. His speeches are full of light, his government full of shadows. History may remember him as a dreamer—or as the last president of a dying republic.
