Overview

The Meta Liberation Army is a powerful underground organization dedicated to abolishing government restrictions on Quirk usage.

Its members believe that Quirks are fundamental parts of human identity and that individuals should possess the unrestricted right to use their natural abilities.

Unlike ordinary criminal organizations motivated by wealth or destruction, the Meta Liberation Army seeks to fundamentally reshape society.

Originally founded by the revolutionary Destro, the movement was violently suppressed by the government generations ago.

However, its ideology survived.

In 2171, Destro's descendant, Re-Destro, secretly commands a revived Liberation Army possessing enormous financial resources, political influence, and over 100,000 loyal followers.

Although the public believes the organization disappeared long ago, it has quietly infiltrated modern society.

Origins — The Mother of Quirks

The origins of the Meta Liberation Army stretch back to the chaotic early years of superhuman society.

During this period, individuals possessing extraordinary abilities were frequently persecuted and discriminated against.

Among them was a young boy named Chikara Yotsubashi.

His mother defended him against those who considered his powers unnatural, arguing that his abilities were simply another of his personal quirks.

Her words eventually inspired the widespread adoption of the term Quirk.

However, her advocacy made her a target of anti-Quirk extremists, who ultimately murdered her.

Chikara grew up believing that society had betrayed his mother's ideals.

Although governments gradually accepted the existence of Quirks, they introduced strict regulations governing their use.

To Chikara, these restrictions represented another form of oppression.

He believed true equality required complete freedom to exercise one's natural abilities.

Destro's Revolution

Adopting the name Destro, Chikara Yotsubashi founded the original Meta Liberation Army.

His movement demanded the abolition of laws restricting Quirk usage, arguing that possessing extraordinary abilities was no different from possessing ordinary physical characteristics.

Thousands rallied behind his cause.

However, the movement became increasingly militant.

Destro organized armed resistance against the government, believing revolution was necessary to liberate Quirk users.

Violent clashes erupted between liberationists and authorities.

Eventually, the government defeated the original Meta Liberation Army and imprisoned its leadership.

While incarcerated, Destro wrote Meta Liberation War, a manifesto describing his ideology and revolutionary ambitions.

The book inspired generations of sympathizers.

Destro eventually took his own life in prison, but his followers preserved his teachings.

The movement survived in secret.

The Revival — Re-Destro

Generations later, Rikiya Yotsubashi, a descendant of Destro, inherited his ancestor's revolutionary ambitions.

Raised by surviving members of the original movement, Rikiya was taught that restoring the Liberation Army was his destiny.

He eventually became president of Detnerat, a successful corporation specializing in lifestyle products and equipment designed for people with Quirks.

Using his wealth and corporate influence, Rikiya secretly rebuilt the organization.

Adopting the name Re-Destro, he established a vast network of supporters throughout Japan.

Unlike his ancestor, Re-Destro understood the importance of avoiding premature confrontation.

Rather than declaring open rebellion, he infiltrated society through corporations, politics, media organizations, and legitimate businesses.

His patience allowed the Meta Liberation Army to grow into an enormous hidden force.

The Liberation Ideology

The Meta Liberation Army believes Quirk restrictions violate fundamental human rights.

Its philosophy rests upon several principles.

Quirk Freedom: Individuals should possess the right to use their abilities without unnecessary government interference.

Natural Identity: Quirks are inseparable from human identity and should never be treated as inherently dangerous.

Opposition to Hero Licensing: The government should not possess exclusive authority to determine who may legally use extraordinary powers.

Liberation Through Strength: Society should allow individuals to develop and exercise their natural abilities freely.

Revolutionary Change: If governments refuse reform, the existing system must be dismantled.

Although these beliefs appeal to individuals frustrated by discrimination and regulation, the movement's methods are dangerous.

Its leadership accepts violence, intimidation, and civilian casualties as necessary sacrifices for revolution.

The organization also places tremendous value on personal strength, creating a hierarchy where powerful individuals enjoy considerable influence.

The Liberation Army's Leadership

The revived Meta Liberation Army is commanded by Re-Destro and several influential lieutenants.

Geten — Military Combatant

Quirk: Ice Ply

A powerful liberationist capable of manipulating enormous quantities of ice. Fiercely loyal to Re-Destro, Geten believes strength determines an individual's place in society.

Corporate and Political Influence

The Meta Liberation Army possesses influence far beyond traditional criminal organizations.

Detnerat provides financial resources and connections throughout Japan's commercial industries.

Feel Good, Inc. supplies technological expertise and information capabilities.

Publishing organizations assist in spreading liberationist beliefs, while the Hearts and Mind Party provides political representation.

These institutions allow the Army to recruit followers without revealing its true existence.

Members include business executives, politicians, ordinary citizens, and even licensed Pro Heroes.

This widespread infiltration makes the organization extraordinarily difficult to investigate.

Deika City — The Hidden Stronghold

Deika City serves as the Meta Liberation Army's primary stronghold.

Although it appears to be an ordinary Japanese municipality, a significant portion of its population secretly supports the liberationist movement.

Local businesses, influential residents, and certain officials maintain connections to the Army.

This extensive influence allows Re-Destro to operate with considerable freedom.

The city functions as a recruitment center, logistical hub, and potential staging ground for revolutionary operations.

To outsiders, Deika appears peaceful.

Beneath its ordinary appearance exists a community prepared to fight for Destro's ideals.

Relationship with Hero Society

The Meta Liberation Army considers modern hero society an oppressive institution.

Its members believe licensed Pro Heroes possess privileges unfairly denied to ordinary Quirk users.

They view the Hero Public Safety Commission and government Quirk regulations as obstacles to genuine freedom.

However, the Army does not necessarily despise every individual hero.

Its primary opposition is directed toward the legal and political system governing Quirk usage.

The organization believes that destroying this system would allow society to reorganize around individual freedom and natural ability.

Despite its rhetoric, the Army's willingness to use terrorism and revolutionary violence makes it a serious threat to public safety.

Present Day — 2171

In 2171, the Meta Liberation Army remains hidden from the public.

Re-Destro continues directing its operations through Detnerat and his network of influential supporters.

The organization possesses over 100,000 followers, substantial financial resources, and access to powerful Quirk users.

Deika City remains its principal stronghold.

Although Japan enjoys relative peace under All Might, the Liberation Army considers the existing hero system fundamentally unjust.

Its leadership continues preparing for a future revolution intended to eliminate restrictions on Quirk usage.

Meanwhile, emerging criminal organizations such as the League of Villains represent potential rivals to the Army's ambitions.

Re-Destro believes his ancestor's legacy must be fulfilled, regardless of the sacrifices required.

The public remains unaware that a revolutionary army has been growing within modern society for generations.

Destro's revolution was defeated.

But his ideology never died.

And the Meta Liberation Army is preparing to finish what he started.
