Description
The Constellation Assembly governs the Xylos civilization through cooperation rather than political competition. Scientists, philosophers, historians, explorers, environmental stewards, physicians, and engineers each hold equal authority within the Assembly, ensuring no single discipline dominates public policy.
Every proposal is evaluated according to three principles: preservation of life, expansion of knowledge, and long-term ecological balance. Military considerations remain secondary unless the survival of an entire civilization is at risk.
The Assembly maintains some of the galaxy's oldest diplomatic relationships, frequently mediating disputes between younger civilizations whose conflicts threaten regional stability. Their universities, research sanctuaries, and medical academies attract students from nearly every known species.
Many regard the Assembly as civilization's conscience—a reminder that progress measured only by military strength inevitably leads to decline.
