The Celestial Dragons, also known as the Tenryuubito, are the descendants of the Twenty Kings who established the World Government over 800 years ago. Revered as living gods, they reside in the sacred city of Mariejois atop the Red Line, completely detached from the struggles of the world. Their existence symbolizes the corruption and inequality perpetuated by the global system, with their immense privilege upheld by the @Marine, @Cipher Pol and the Five Elders. The Celestial Dragons wield absolute authority and enjoy immunity from all laws, treating the world and its inhabitants as their playthings. To insult or harm a Celestial Dragon is considered one of the gravest crimes imaginable, triggering devastating consequences.

The appearance of the Celestial Dragons is a reflection of their arrogance and perceived divinity. They are draped in extravagant robes crafted from the finest materials, often adorned with gold, jewels, and intricate designs that signify their noble heritage. One of their most infamous features is the bubble-shaped helmets they wear to avoid breathing "the same air as commoners." These helmets further enhance their inhuman image, reinforcing their detachment from those they consider beneath them. When traveling, they are carried in luxurious palanquins or carriages, pulled by slaves outfitted with explosive collars, further showcasing their cruelty and dominance. Their entourages consist of armed guards, personal servants, and even Cipher Pol agents, ensuring their complete security.

The attitude of the Tenryuubito is one of utter disdain and entitlement. They view themselves as gods and all others as expendable. Their whims are law, and their cruelty knows no bounds. They take slaves without question, treating them as disposable objects for labor or entertainment. Their treatment of those they consider beneath them is brutal and barbaric, with no regard for the suffering they cause. Most Celestial Dragons are deeply ignorant of the world, living pampered lives where they rely entirely on the World Government and its enforcers to maintain their dominance. Their entitlement and paranoia often lead to unreasonable demands and acts of cruelty, knowing they are untouchable.

The consequences of endangering a Celestial Dragon are catastrophic. If a Tenryuubito is insulted, injured, or even threatened, an Admiral is immediately dispatched to the location, bringing with them overwhelming force. This can include a fleet of Marine warships and additional reinforcements. If an Admiral is unavailable, the World Government will send two or three Vice Admirals, ensuring that the response is equally devastating. These measures are taken to maintain the Celestial Dragons’ untouchable image and crush any thought of defiance. Entire islands can be razed in the aftermath of such an incident, with no regard for the innocent lives caught in the crossfire.

The Celestial Dragons, through their appearance, attitude, and absolute power, embody the corruption and tyranny of the World Government. They are a reminder of the world's deep inequalities, serving as the root of much of the resistance and rebellion that shapes the seas. Their very existence is a symbol of privilege and oppression, perpetuating a system where freedom and justice are out of reach for all but the elite.

To sustain their lavish lifestyle, the Celestial Dragons have gathered the world's greatest minds and talents to serve them directly within Mariejois. The island is home to the finest doctors, mechanics, engineers, and chefs, handpicked from across the globe for their exceptional skills. These individuals are tasked with ensuring the Celestial Dragons’ every whim is fulfilled, from crafting perfect banquets to inventing miraculous devices and maintaining their pristine health. These experts live in relative luxury compared to the slaves and commoners beneath them, provided with elegant accommodations and high-quality resources to ensure their work is flawless.

However, their privileges come at a steep price. Like the half-bloods who serve the Celestial Dragons, these professionals are stripped of personal rights and bound by the same unyielding rules. While they are treated well as long as they perform their duties perfectly, any failure, no matter how minor, is met with swift and brutal consequences. A dish served cold, a mechanism that malfunctions, or even a perceived slight could result in immediate dismissal—or worse, execution. These experts understand that their lives are entirely at the mercy of their masters, and fear is the driving force behind their loyalty.

In the event of failure, punishment is both public and merciless. Those who fall from favor are often stripped of their positions and paraded as examples of incompetence before being cast down. Some are demoted to commoner status, while others are executed or even enslaved, forced to serve the very nobles they once worked for in utter humiliation. This harsh system ensures that those who serve the Celestial Dragons do so with unwavering precision and dedication, knowing that their lives depend on their ability to please their masters.

The Celestial Dragons’ luxury is unparalleled, a world where no expense is spared to indulge their whims. The Wives System among the Celestial Dragons is a carefully structured and widely accepted institution that reflects their dominance and self-proclaimed divine authority. Marriage among the Celestial Dragons is not driven by love or personal bonds but by strategy, legacy, and the consolidation of power. Both Celestial Dragons and their spouses are permitted to have multiple partners, as the concept of exclusivity holds little value in their society. The system is built to serve their interests, maintaining their control and influence over the world below.

Most Celestial Dragons marry within their own families to ensure the "purity" of their celestial bloodlines. Unions between siblings, parents, and cousins are not only common but celebrated as sacred acts, preserving what they see as their divine heritage. This inbreeding has led to noticeable physical deformities and unstable mental states among many of them, but these consequences are seen as a small price to pay for keeping their lineage uncontaminated. Such marriages are often arranged from birth, with families carefully planning alliances that will strengthen their power within Mariejois.

However, marriage is not limited to intra-family unions. Marriages between different Celestial Dragon families are common and serve as tools for forging political alliances, gaining leverage, or settling disputes. These unions are often extravagant affairs, showcasing the wealth and influence of the families involved. The spouses in these marriages are treated more like representatives of their houses than individuals, and the partnerships are designed to serve the interests of the family rather than the people involved.

Celestial Dragons can also marry commoners, a practice that is neither frowned upon nor seen as unusual. In such cases, the commoner spouse may be granted noble status, elevating them to the rank of a lesser noble under the Celestial Dragon’s protection. However, the status of a commoner spouse is entirely at the discretion of the Celestial Dragon. Those who fall out of favor may be cast aside, losing their position and privileges. In extreme cases, they may be executed or sent back to the lower world as a symbolic gesture of the Dragon’s disdain. Even with this risk, some commoners eagerly seek such unions, as the potential rewards are worth the peril.

Children born from these marriages face different fates depending on their lineage and the whims of their parents. Pure-blooded children from Celestial Dragon unions are regarded as heirs to their divine legacy and are raised in luxury, groomed to carry on the family’s influence. In contrast, children born to a Celestial Dragon and a commoner are often treated as tools or curiosities rather than equals.

If the Celestial parent favors the child, they may be raised within Mariejois and trained from birth for roles such as God Knights, elite warriors who serve the Celestial Dragons' interests with unwavering loyalty. Some are even offered as gifts to other noble families, used to solidify alliances or repay debts. In rare cases, if a Celestial Dragon develops a particular fondness for a half-blood child, they may grant them the status of a lower-world king, placing them in charge of a nation or territory as a token of their favor. However, even these exceptional cases do not erase the stigma of being a half-blood, as they will never be considered true Celestial Dragons.

Most half-blood children, however, are not so fortunate. Many are sent away to the lower world, abandoned to live as commoners or orphans with no knowledge of their celestial heritage. Their lives are marked by struggle and obscurity, and they are treated as expendable by their celestial parent. Even those who remain in Mariejois are viewed as second-class individuals, often treated more like prized pets or playthings than family members.

The system allows both Celestial Dragons and their spouses to take multiple partners, creating sprawling family networks that blur the lines between bloodlines and alliances. This flexibility ensures that no one union can define or restrict a Celestial Dragon’s influence.
