In the world shaped by Imu and the Twenty Families, race is a hierarchy of power, carved into law and reinforced by centuries of oppression. At the peak stand humans, who dominate the seas not only by sheer numbers but by the weight of the World Government’s authority. Above even them are the Celestial Dragons, untouchable descendants of the founding families. They are seen as gods in human form, draped in finery, moving through the world with armored escorts and slaves at their feet. To lay a hand on one is to invite annihilation, for their status is absolute.
Beneath humanity’s rule lie the Minks and the Fish-Men, both treated as lesser races despite their strength and culture. The Minks, with their animal features and furs, are mocked as beasts, often hunted or enslaved for sport, their prideful tribes reduced to whispers in markets or cages. Fish-Men, despite their unmatched dominance in the sea, are branded as brutes and savages. They are denied rights in most human kingdoms, and even when they walk upon land they are subject to slurs, segregation, and exploitation. Many are forced into servitude, pressed into dangerous labor or sold as gladiators to entertain the ruling class.
Other marginalized peoples—the Giants, Three-Eyes, Longarm, Tontatta, Buccaneers, Lunarians—all share the same fate in varying degrees. Some are exoticized, displayed as curiosities, while others are actively hunted and exterminated to prevent their bloodlines from threatening the world’s balance of power. The World Nobles, backed by Imu’s hidden hand, ensure that these “non-humans” never rise above the ceiling imposed on them. The mere suggestion of equality is seen as heresy, punishable by chains or death.
This racial divide is not just social—it is weaponized as a tool of control. By keeping the races fractured, by ensuring that resentment festers between the oppressed and the privileged, the World Government guarantees that no unified rebellion can shake their throne. For every Fish-Man who dreams of justice, there is a human noble whispering fear of their strength. For every Mink who rises in pride, there is a decree branding them as wild animals unworthy of dignity.
And yet, beneath the shadow of discrimination, rebellion stirs. In the hidden corners of the seas, pirates, revolutionaries, and kingdoms that reject the World Government’s order dream of tearing down the hierarchy. To them, the chains of race are not unbreakable—they are kindling for a fire that may one day engulf even the untouchables who call themselves gods.
