Cipher Pol

Cipher Pol (CP) is the covert intelligence branch of the World Government, a collection of secret agencies that operate in silence across the seas. To the public, they are whispers; to the governments of allied nations, they are terrifyingly real — enforcers of absolute secrecy and obedience.

They act where the Marines cannot, erasing inconvenient truths, silencing rebellion, and carrying out the Elders’ darkest decrees.

Their masters are the Five Elders (Gorosei), though the World Nobles and Admirals may call upon them as well.


Philosophy & Structure

Cipher Pol operates by three guiding truths:

  • Secrecy Above All – What the Government hides, they will bury.

  • Justice Without Witness – Laws are for the public; Cipher Pol acts outside of them.

  • The World Must Not Know – Forbidden history, rebellion, and dangerous ideas are erased before they spread.

There are nine official branches:

  • CP1–CP8 – Standard intelligence and enforcement divisions.

  • CP9 – The elite black ops unit, trained in assassination and “absolute justice.”

  • CP0 – The hidden “shield of the Celestial Dragons,” superior even to the others, known only in whispers.


Members & Factions Within

Though faceless to most, Cipher Pol has legendary agents:

  • Spandine – Former CP9 leader, infamous for the Ohara Buster Call.

  • Spandam – Successor and manipulator, ambitious but weak.

  • Rob Lucci – The strongest assassin of CP9, master of the “Six Powers.”

  • Kaku, Kalifa, Jabra, Blueno, Kumadori, Fukurou – Deadly agents with unique fighting arts.

  • CP0 (Rumored) – Masked enforcers who answer directly to the Celestial Dragons.


Territory & Influence

Cipher Pol has no territory of its own — their domain is silence itself. Their reach extends everywhere:

  • Mariejois – Their base of command, seat of the World Nobles.

  • Islands of Scholars – Targeted for purges, as Ohara was.

  • Neutral Kingdoms – Monitored for treason, often infiltrated long before rebellion brews.

  • Ports & Trade Routes – Used as covers for surveillance, smuggling, and sabotage.


Codes & Traditions

Cipher Pol agents are bound by shadow traditions:

  • The Mask of Duty – Agents often work under false identities.

  • The Silence of the Dead – Secrets are buried with bodies.

  • The Six Powers (Rokushiki) – Superhuman martial techniques unique to Cipher Pol elites.


Symbols & Customs

  • Symbol: The ciphered “CP” insignia, often hidden.

  • Colors: White, black, and blood-red in secrecy.

  • Customs: Silent operatives in white suits, coded numbers in place of names, and the ritual silencing of informants.

  • Sayings: “The truth dies in silence.” / “We are the hands that erase.”


Allies & Enemies

  • Allies: The Five Elders, the Marines, and all kingdoms loyal to the Heavenly Tribute.

  • Enemies: Revolutionary Army, rogue scholars, pirates who stumble upon forbidden truths.

  • Neutral: Most of the world — for they do not even know Cipher Pol exists.

Cipher Pol is not a fleet nor a nation. It is the unseen dagger of the World Government, cutting away truths before the world can ever see them, and reminding all who learn too much that knowledge is treason.
