Above the Blue Seas, upon the floating white lands of Skypiea, reigns a tyrant who calls himself God Enel. With the might of the Rumble-Rumble Fruit and command of lightning itself, he rules as both deity and dictator. His law is simple: worship, or perish.

His “Divine Kingdom” is not an empire of nations, but of terror — a theocracy built on fear, faith, and thunderbolts.

Their current ruler is Enel, God of Skypiea.


Philosophy & Structure

Enel’s rule is built upon divine absolutism:

  • Enel Is God – His word is law, unquestioned and eternal.

  • Survival Through Judgment – Those deemed unworthy are erased by lightning.

  • Heavenly Supremacy – Skyfolk are subjects, Blue Sea dwellers are insects.

The structure is hierarchical and fanatical:

  • God Enel – Supreme ruler, embodiment of divinity.

  • The Priests – His loyal lieutenants, each wielding unique Dial-based powers.

  • Divine Soldiers – Enforcers of worship, clad in sky armor.

  • The Ark Maxim – Enel’s flying ship, powered by lightning, his personal chariot of destruction.

While isolated from the Blue Seas, his reign is whispered of as legend — “a god in the sky.”

The Divine Rule enforces rituals of obedience and awe:

  • Divine Judgment – Enel personally strikes dissenters with lightning, “proof” of his godhood.
