The Marines are the iron fist of the World Government, tasked with upholding “justice” across the seas. To some, they are protectors of peace, the shield of the innocent, and the law of the oceans. To others, they are an empire’s enforcers — a fleet of warships sailing beneath banners of tyranny.
Every island knows their white sails, their heralded “justice,” and the shadow of their cannons.
The current Fleet Admiral is Sengoku the Buddha.
The Marines are built upon three tenets:
Absolute Justice – Law above all, no matter the cost.
Order through Power – Fear of the World Government ensures obedience.
Sacrifice for Peace – Marines are taught their lives are tools for the greater order.
The chain of command is rigid: Fleet Admiral at the top, followed by Admirals, Vice Admirals, Commodores, Captains, and so on. Orders are absolute; disobedience is treason.
Decisions are enforced from key bastions:
Marineford – Fortress headquarters and heart of naval might.
Enies Lobby – The “Judicial Island,” gateway of the Government’s justice.
Impel Down – The abyssal prison where enemies of the Government vanish.
Not all Marines serve under the same vision of justice. Distinct currents flow beneath the uniform:
Followers of Absolute Justice – Led by Akainu, believing mercy is weakness.
Followers of Moral Justice – Inspired by Aokiji, who tempers order with compassion.
Followers of Lazy Justice – Embodied by Kizaru, who serves but questions nothing.
Cipher Pol Collaborators – Secret operatives working with CP agencies, loyal more to the Government than the Marines.
The Marines claim dominion over all seas, though in truth their presence waxes and wanes. Their reach is strongest near the Red Line and Grand Line checkpoints, but far weaker in the distant Blues.

Marineford – Seat of the Fleet Admiral, symbol of authority.
Loguetown – Gateway to the Grand Line, a place where justice and execution intertwine.
Branches Across the Blues – Local bases, more symbols of fear than true defense.
The Marines enforce their own codes, shaped by the World Government’s will:
Justice Insignia – The kanji for “justice” (正義) is emblazoned on every coat, but each Admiral interprets it differently.
Enlistment Oaths – Sworn before one’s superiors, binding the Marine to a lifetime of service.
Justice Banners – White coats are draped dramatically over the shoulders, worn as symbols of both pride and intimidation.
Symbol: The Seagull of Justice over the waves.
Colors: White and Navy Blue.
Customs: Training drills from dawn until dusk, salute before duty, and execution of deserters.
Sayings: “Justice will prevail.” / “The law is the sea’s true master.”
Allies: The World Government, Cipher Pol agencies, and kingdoms aligned through the Heavenly Tribute.
Enemies: Pirates of all banners, Revolutionary Army cells, and rogue states refusing tribute.
Neutral: Some merchant cartels and neutral islands, though all eventually feel the Marines’ reach.
