THE CENTER CIRCLE
Common Name: The Core
Official Designation: Central Administrative and Stabilization Authority (CASA)

The Center Circle is not a school building. It is the control mechanism that allows Ossirian Deep to exist beneath crushing ocean pressure. Without it, the Auric Dome fails, atmospheric balance destabilizes, mana distribution spikes, and the city collapses inward in under three minutes.

Students do not “visit” the Center.

They are summoned.

PHYSICAL STRUCTURE

The Center Circle occupies the innermost ring of the city. Its outer walls are the thickest reinforced structures in Ossirian Deep. Structural ribs connect it directly to the Dome’s primary pylons. Every other ring depends on its stability.

Architecturally, it is severe and deliberate. No decorative excess. Wide corridors. Reinforced glass observation panels. Exposed conduit channels running in organized lines along ceilings. Lighting is even and constant. Floors are vibration-dampened stone composite.

The building descends deeper than any other structure in the city. What is visible above ground represents only administrative levels. Below are containment vaults, pressure regulators, and the Dome Core.

The Core Chamber sits at the geometric center of the city.

THE DOME CORE

The Auric Dome is stabilized by a multi-layered mana-pressure equilibrium field. That equilibrium is regulated from the Core Chamber.

The Dome Core consists of:

• Primary pressure equalization pylons
• Mana load regulators
• Environmental seal matrices
• Emergency collapse dampeners

Sensors embedded along the Dome’s interior surface feed continuous data to the Core. Pressure readings, mana density fluctuations, external seismic activity, microfracture alerts — all are monitored in real time.

If an imbalance occurs, corrective pulses are deployed from the Core outward through the radial conduit network.

This is not theatrical magic. It is calibrated engineering.

If the Core overcompensates, internal shockwaves can damage districts.

PRESSURE AUTHORITY

The Pressure Authority is the division responsible for structural survival.

Staffed by senior engineers, Earth and Metal specialists, and selected faculty from the Anchor Ward, it operates a 24-hour rotation cycle.

Responsibilities include:

• Monitoring dome stress levels
• Authorizing reinforcement sequences
• Approving external docking clearances
• Regulating deep-sea excavation permits
• Overseeing trench stability surveys

Any structural alteration in the city — new construction, expanded docking ports, conduit rerouting — must be approved here.

Students studying structural electives may intern in observational roles during Years 6–8, but they are never given direct override access.

Override authority rests with three signatories at all times.

ARCANE REGULATION COUNCIL

The Council governs magical activity that affects city-wide stability.

This is not a ceremonial body. It is regulatory.

The Council establishes:

• Maximum mana discharge limits within city limits
• Legal thresholds for experimental casting
• Conduit licensing protocols
• HexRush compliance regulations
• Soul-conduit containment procedures

Large-scale spellcasting, experimental rituals, or inter-district duels require registration. Unauthorized high-output casting triggers automatic alerts.

Ambient experimentation is reviewed here. Students flagged for unstable casting are evaluated under Council supervision.

The Council also adjudicates Red Flag Violations — including lethal spell use and banned magical enhancements in athletics.

Members include representatives from each House, plus permanent structural oversight officials. Votes require quorum. Emergency powers can be invoked by the Core Administrator.

The Administrator is not called King within these walls.

Here, the title is Rector.

THE GRID CONTROL FLOOR

Above the Core Chamber is the Grid Control Floor — a circular operations center resembling a strategic command hub.

A raised central platform displays a live projection of the entire city in layered schematic form. Color-coded overlays indicate:

• Mana flow intensity
• Pressure stress
• Population density
• Dock traffic
• Athletic arena energy output
• Quadrant resource consumption

Operators stand at assigned stations along the perimeter. Each station monitors a subsystem: filtration exchange, docking array, energy redistribution, emergency response routing.

HexRush matches are monitored here for energy spikes. Large public events require temporary load balancing.

During crises, the Grid Floor becomes command central. Lockdowns can be initiated district by district. Transit lines can be sealed. Docking corridors can be retracted.

The city can isolate itself in under forty seconds.

ACCESS CONTROL

Entry to the Center Circle is restricted.

Access tiers are color-coded and magically authenticated. Identity is verified through mana signature resonance checks upon entry.

Students may enter only under the following conditions:

• Disciplinary summons
• Internship placement
• Council hearing
• Infrastructure emergency volunteer assignment
• Upperclassman Trial phase requiring civic clearance

Most students see the Center only during orientation from a distance.

Silence is standard inside. Not ceremonial silence — operational focus.

THE LOWER VAULTS

Beneath the Core are sealed vaults.

These are not relic halls. They are containment chambers.

Contained within:

• Seized illegal conduits
• Confiscated experimental artifacts
• High-risk mana cores awaiting neutralization
• Archived ambient anomalies
• Structural emergency reserves

Soul Conduits are not displayed publicly. They are stored under stabilization fields here when not bonded.

The vaults are temperature-controlled, pressure-balanced, and warded. Entry requires triple authorization.

Students are not permitted below administrative levels.

CIVIC RECORDS AND DATA ARCHIVE

The Center also houses the complete civic record of Ossirian Deep.

Stored and maintained:

• Birth registry
• Mana Purity Index records
• House assignments
• Conduit ownership documentation
• Dock entry logs
• Disciplinary rulings
• Athletic performance metrics

The Ossirian Network broadcasts originate through regulated channels here before being routed to the Conduit Market Ward.

No data leaves the Dome without passing through Central clearance.

EMERGENCY PROTOCOLS

In the event of catastrophic dome breach:

Phase I: Immediate sector isolation
Phase II: Pressure redistribution and containment
Phase III: Evacuation routing to reinforced districts
Phase IV: Core overload prevention

If failure becomes unavoidable, the Center can trigger controlled collapse in outer sectors to preserve central survival zones.

This protocol has never been used.

Students are not informed of its full parameters.

WHY STUDENTS RARELY ENTER

The Center is not inspiring. It is heavy with consequence.

When a student is summoned, it means:

• Their research requires structural approval
• They are under formal review
• They have been selected for Trial oversight

There are no cheering crowds here.
