Imperrex City States

The Imperrex City States are the remnants of the Imperrex Empire which stretched across eastern Latys. Following The Ending and Zenobia’s necromantic wave, much of the empire was destroyed. Three cities remained; Necrossan, Relictus and Lentasect.


Imperrex Necrossan


One of three Imperrex remnant cities. Necrossan is a dangerous place for the living. You will find no taverns or markets here, only shambling undead and tall, imposing, blackened towers. Undead prowl the streets and the upper class consist of powerful undead such as liches and vampires. The Lich Queen of Necrossan is Zenobia, who has held her power in an iron grip since The Ending. She has an undead army and spectral navy. She leaves the command of her armies to Banelords, spectral undead that used to be generals of the empire. Her navy is commanded by a Banelord named Lictor Dux. The mages of Necrossan have conjured never ending storm clouds over the city and surrounding lands, blocking the sun. There is almost a constant drizzle. The only common religion allowed here is the Masked Guides, a bastardised and twisted teaching of Haudh, the god of death. They teach that undeath is sacred. Other than corrupted worship of Haudh, the city has demon and devil worshippers and above all, Zenobia is worshipped as the city’s god.


 Locations in Necrossan include:

  • The Dawnless Tower. Refuge of Zenobia the Lich Queen, ruler of Necrossan. Once a magnificent white marble tower, now stained in black and purple, Zenobia conducts her dark rituals here and plans conquests with her Banelord generals.

  • The Clouded Mausoleum. A large mausoleum where Necrossan’s undead mages study the dark arts. Here, they constantly fuel their storm cloud ritual, which requires constant input and sacrifice. It is also the resting place of the Imperrex’s old nobles and generals, many of which have been turned into various forms of undead.

  • Tenebris Harbour. A dark and dreary harbour, where Lictor Dux organises his spectral fleet.


Relictus


Relictus is a city that was untouched by The Ending. Sitting across the Bay of Stakes on the western part of Latys, Relictus still stands strong. They have a small but powerful army, which constantly protects Relictus land from Panna raiders, and an expert navy which is used to protect trade, and track down pirates from Lentasect.  The noble line of Relictus stretches from the family of the original legate who held the city during The Ending, Gaius Rex. The current king of Relictus is Tarquin Rex. The king is advised by the Senate and High Priest of the Shackled Church. The current climate of Relictus is tense. In 1005 CE, a plot sprung by many senators resulted in the murder of nearly all of Tarquin Rex’s family; his parents, his wife Lydia and children. With the help of his legionaries and the Shackled Church, Tarquin was able to hunt down the senators, executing them and impaling their bodies in the Bay of Stakes. In 1007 CE, the Senate now has reduced power, with the Shackled Church gaining more prominence. The city is split into three districts; The Palatium District, Mercator Regio and Liber Quarta. The main religion in Relictus is the Shackled Church, however many sailors worship Myrmidonna.


Palatium District:

  • Princeps Castellum: Residence of Tarquin Rex and his royal guard, the Clibanarii.

  • Arcem Militaris: Headquarters of the Relict Legion.

  • Chained Cathedral: Headquarters of the Shackled Church.


Mercator Regio:

  • Magus Bona: A magic shop run by a sorceress named Mercia.

  • Arma Armis: A blacksmith run by an orc named Gladius.

  • Generalis Merces: A general and adventuring goods shop run by Venator Solatis, a retired hunter.


Liber Quarta:

  • Aureum Hasta: An adventurers guild. Its ranks are filled mainly by ex-legionaries. It is overseen by an old centurion named Galeus. 

  • Fumo Domum: A shisha bar and secret Crescent enclave. It is run by a rajarasha named Bandar.

  • Stone Harbour: Relictus’ harbour which holds their fleet when it is not off hunting pirates and protecting trade.


Lentasect


Lentasect is situated on the eastern side of the Bay of Stakes and is a pirate state. They send raiding fleets east to pirate trade from the Krygen Coalition, and south to raid the Abhir Sultanate. However, they steer well clear of the Rauc Islands. 


It is currently ruled by Pirator, or pirate lord, Tertinia Tibullus. Tertinia is the daughter of Cato Tibullus, who in 974 CE took control of the city and impaled his rivals in the bay, now known as the Bay of Stakes. Tertinia enjoys an extravagant life and her allies indulge in many revelries. Tertinia’s Piros Guard protects her from harm, and puts an end to any large-scale conflicts that arise between the city’s various pirate gangs. Lentasect is a haven for adventurers and criminals alike who wish to breach the open waters of the Southern Sea. The main god of Lentasect is Lochor, however Ogon and Drukknath are also venerated here.


There are also two other factions within the city, two pirate gangs rivalling Tertinia who have grown in power; The Scarred and Lyco’s Lictors. The Scarred are a group of pirates who sail under Castor Pavo, a bull of a man. They gained their name when they were captured by Abhiran soldiers. While in captivity the Abhirans tortured them with their scimitars, giving them superficial, but painful, cuts across their bodies. Castor was able to escape and free his crew.


Lyco’s Lictors still operate as if in an Imperrex Legion, using tactics and group formations in battle. Lyco was originally born in Relictus and became a tribune. Seeking more gold and glory however, he came to Lentasect and set up a gang, bringing many of his Relict legionaries with him.


Locations in Lentasect:

  • Palace of Swords. A grand mansion where Pirator Tertinia Tibullus sits in power. Guarded by her Piros Guard, she plots raids and puts down any would-be pirate lords.

  • Grandocia’s Gutter. A forum that has been turned into a bazaar and tavern. Run by Grandocia Stellix, she trades in strong pirate grog and secrets. Aside from the bar, there are a number of vendors that sell wares. Mancia the Mancer sells ancient tomes of knowledge and magic items he has pilfered from the ruins of Imperrex cities. Olog the ogre sells military equipment at ‘The Brawl Starts Here’.

  • The Staging Ground. The harbour of Lentasect. This is where the pirates of the city gather to go off pirating. It is also the home of two pirate gangs and their headquarters: The Scarred and Lyco’s Lictors. 

  • The Black Barge. A large barge located in the harbour that is the headquarters of The Crescent. It is three stories high and is well guarded. There is a portal here to an underground labyrinth beneath Lentasect to be used for Crescent assassins and thieves getting out of the city quickly. The Crescent here is led by an elf named Lerosa. She works amicably with all the pirate gangs and her guild is granted a modicum of security in the city.
