The Hesan Navy — Kaiserflustern

Doctrine and Culture

While the Hesan Army enjoys noble prestige and public glory, the Navy—colloquially the Kaiserflüstern ("Emperor’s Whisper")—operates as a "hidden blade." Viewed with suspicion by the land-bound aristocracy, the navy has embraced its status as an outsider force. Its doctrine rejects traditional naval warfare in favor of stealth, magical asymmetric tactics, and surgical strikes.

Personnel & Recruitment

The Navy is a refuge for the "valuable unwanted": failed knights, exiled scholars, and criminals whose rare talents make execution a waste.

  • Recruitment: Acceptance is opaque and absolute. Recruits are scrutinized in secret and, once "worthy," are rumored to sign away their souls to the abyss.

  • Command: Led by Nebelherr Admiral Veyran Nachtspiegel, who reports directly to the Emperor.

  • The Steinwolfe (Stone Wolves): Elite marines and oathbreakers clad in onyx masks. These berserker boarding parties wield rune-etched axes and have survived the "Trial of Stone."

Arcane Vessels: The Floating Battlements

Hesan ships are vertical, windowless towers of blackened steel and enchanted stone. They rely on a Runenkiel (magical spine) and Gravitic Runes to remain upright and afloat; without a Thaumaturge’s constant maintenance, they would sink instantly.

  • Nebeljager (Fog Hunter): Stealth vessels designed to shroud themselves and nearby waters in unnatural magical fog or complete invisibility.

  • Donnerkiel (Thunder Keel): Heavy artillery ships that store volatile arcane energy to be released in sudden, devastating bursts of power.

  • Trugbild (Phantom Image): Tactical deception craft that project illusions, false signals, and decoy ships to confuse enemy fleets.

  • Hexenfahrte (Witchwake): Sabotage vessels that leave a trail of cursed, magically "heavy" water to disrupt the pursuit and navigation of enemy ships.

Infrastructure: The Mêrwunde Canal

The navy’s future hinges on the Mêrwunde ("Ocean’s Wound"), a controversial canal project at Oststein. By linking inland shipyards to the Gotrouchet Sea, the Empire can now deploy its vertical fortresses directly against coastal rivals like Horn’s Light, a city-state previously thought impenetrable by land.

Song of the River Rats (Refrain)

Salt to stone, and stone to steel,
Emperor's will, our fate is sealed.
We serve the hull, the helm, the crown,
And drag the stars themselves to drown.

Summary of Deployment: The Schwarze Herz is currently submerged off the coast of the Velorian capital, Stella Maris, acting as a silent observer for Ambassador Reuch.
