Velorian Law

There tension between "Salt" (Sea/City) and "Soil" (Land/Nobility). The Faculty of the Anchor at the University of the Meridian is currently obsessed with a massive project: The Great Codification.

The Conflict: Jus Commune vs. Jus Proprium

The "Salt Code" (Jus Commune): The Faculty teaches that Law should be universal, rational, and written—based on the divine order of the tides. They advocate for a single legal code that supersedes local customs, prioritizing contract sanctity and trade efficiency. This is "Imperial" thinking. Related item @Jus Commune

The "Old Roots" (Jus Proprium): In the Dominium Terra (the inland counties) and foreign kingdoms like Thelidor and Arinn, law is based on "Ancient Custom." These are oral traditions, feudal privileges, and messy local statutes that favor the nobility. The Faculty views these as archaic and chaotic.

The Court Structure: The Captain of the People

To balance the power of the Curia (Priests in the Chamber of Stella Maris) and the Rectors (Inland Nobles), Stella Maris has a unique magistrate: The Captain of the People (Capitano del Popolo) who administrates through the @Palace of the Common Keel.

This official is always a jurist trained at the Faculty of the Anchor. They represent the guilds, the commoners, and the merchants. They have the power of "The Veto"—the ability to pause any law passed by the nobility if it harms the common commerce of the city. The current Captain of the People is @Capitano Dante Marcoleoni .

The @Palace of the Common Keel — It represents the Jus Commune — law that is straight, written, and predictable.

  • The Architecture: The building is designed to resemble the skeletal rib-cage of a massive ship, but inverted. The "ribs" form the columns of the main hall.

  • The Hall of the Salt Code: The main interior is a vast, echoing chamber where lawyers from the Faculty of the Anchor argue over shipping lanes and tariff disputes. The walls are not painted with frescos of saints, but engraved with the text of the Lex Maritima (Maritime Law) in gold leaf.

  • The Bench of the Broken Oar: In the center of the room is a lower, sunken pit. This is where bankrupt merchants sit during their hearings for "Civil Drowning." They must sit lower than the floor level to symbolize their lack of standing.

    If a merchant cannot pay his debts, he is "struck from the roll." In ancient times, they smashed his shop's counter (banca rotta). Now, the Faculty teaches complex restructuring laws. A bankrupt citizen undergoes "Civil Drowning"—they lose all legal standing until they "resurface" (repay debts).

Function: This is the engine of the city. While the Potentate handles heresy and war in the Chamber of Stella Maris, the Palace of the Common Keel handles:

  1. Contract Disputes: If a shipment of silk arrives wet, this is where you argue who pays.

  2. The Veto Hearings: If the inland Rectors try to pass a tax on fish, the Guilds come here to petition the Captain to use his Veto.

  3. The "Wet Ledger": The official registry of all debts in the city.
