Arcane Law and the Galactic Psionic Standards

The Iltaran Concord governs the use of Psionica across the galaxy through a codified system known as the Galactic Psionic Standards — a complex network of laws, licenses, and oversight procedures that bind every sanctioned Psi-caster, from the humblest acolyte to the mightiest warlord. These laws are not merely bureaucratic; they are divine decrees, passed down through the High Ascendant and ratified by the Council of High Priests under Iltara’s watchful gaze.

Registration and Oversight

All individuals capable of channeling Psionica — whether as soldiers, scholars, nobles, or common citizens — are required by interstellar law to register with the Iltaran Concord if they plan on acquiring a Psi-link and using their abilities. Registration binds their Psi-link to the Concord’s tracking network, allowing the Regulators to monitor for signs of forbidden or corrupted Psionic activity.

Most major factions across the galaxy cooperate with this system, automatically registering any Psi-casters who train under their banners or academies. In exchange, the Concord provides regulatory support, Psi-link manufacturing, and education in lawful Psionic practices.

To the uninitiated, registration is both a blessing and a curse — it grants legitimacy and protection under Iltara’s authority, but also subjects the caster to the unblinking gaze of the Concord’s monitoring systems.

Exceptions and Difficulties

There are, however, exceptions beyond the Concord’s reach.
Vicars, those who channel divine power through devotion to the gods, are exempt from registration. Their magic flows not from Psionica but from their chosen deity. Though the Concord has long desired to extend its regulatory influence to divine casters, even Iltara herself has forbidden interference in the affairs of the other Archons.

Mages, on the other hand, present a unique challenge. These rare, innate casters are born with Psionic abilities independent of a Psi-link — often due to celestial or Archonic lineage. Detecting them is notoriously difficult, and though the Concord does not officially pursue them, their unregulated existence is quietly seen as a necessary imperfection in an otherwise ordered galaxy.

Enforcement and Punishment

Every registered Psi-link is tracked through Concord Neural Archives, vast databanks that monitor Psionic signatures for forbidden frequencies — the telltale signs of dark magic, soul-binding, or demonic communion.

If a caster is found to have engaged in such practices, they are immediately marked for investigation by the Arcane Regulators. Depending on the severity, punishment may range from severance — the painful ritual cutting of one’s connection to the Psionica — to full purification by a Templar-Caster strike team. Those who delve too deep into the forbidden are not imprisoned; they are erased.

The worst offenders are condemned to the Null Cells, void-infused prisons where Psionica cannot exist, or cast into the Abyss to meet the entities they once courted.

Rogue Casters

Despite the Concord’s reach, there exist underground networks skilled in removing the tracking wards embedded in Psi-links. These rogue casters operate beyond the law, selling unregulated Psionic services or delving into forbidden study. The Concord views them as a grave threat to the balance of the Psionica, and their mere existence is enough to draw the attention of the Regulators — or, in the darkest cases, the Templar-Casters.

The Five-Year Conclave

Every five years, the High Ascendant and all serving High Priests convene in the Grand Conclave of Balance, where the Galactic Psionic Standards are reviewed, amended, or expanded. These gatherings shape the laws that govern Psionica across all factions and systems, and their outcomes ripple throughout the galaxy for decades.

Some laws are revised to accommodate new technologies or Psionic discoveries; others are tightened in response to rising corruption. Each conclave begins and ends with the same ritual phrase — an oath echoing across the halls of the Grand Temple:

“By the will of Iltara, the Balance shall be maintained.”

Factions and Cooperation

Most factions adhere to the Concord’s mandates, integrating its standards into their own military and civil structures. Those who refuse cooperation are cut off from Psi-link access, rendering their people incapable of controlled Psionic practice. Entire worlds have gone dark to the Psionica in this way — their governments defiant, their citizens silent, their skies devoid of the Psionica’s glow.

Still, the Concord respects local autonomy to a degree: while it enforces its own Galactic Psionic Standards, it often assists cooperating factions in enforcing their own local magical laws, particularly when it comes to discipline, ethics, or restricted schools of magic.
