The Iltaran Concord is a vast, galaxy-spanning organization devoted to Iltara, Archoness of Magic and Balance, serving as the ultimate authority on the use, teaching, and regulation of Psionica—the mystical energy that binds reality. Acting as both a spiritual order and an arcane regulatory body, the Concord unites Psi-casters, Mages, Scholars, Enforcers, and Regulators beneath one unwavering doctrine:
Power must serve balance, or it will consume the universe.


Purpose and Power

The Concord’s mission is threefold:

  1. Regulate Psionic Practice — All Psi-casters are required by galactic law (in most civilized systems) to be licensed through the Concord. Rogue practitioners, known as Wilds, are hunted and either rehabilitated or purged.

  2. Educate and Initiate — Through temples and academies, the Concord trains apprentices in the lawful use of Psionica, cultivating casters of every attunement — from Frostbinders to Mindweavers.

  3. Enforce Balance — Specialized field agents known as Regulators act as inquisitors, judges, and executioners when balance is threatened by unrestrained sorcery or forbidden experimentation.

Their influence extends to nearly every major faction, with agents embedded in governments, militaries, and even criminal syndicates. Though they often appear neutral, the Concord’s control of Psi-link production gives them silent dominion over the galaxy’s magical lifeblood.


The Temples of Iltara

The beating heart of the Concord lies within the Grand Iltaran Temple on Galidraan, a towering bastion of silverstone and violet crystal, its spires humming with contained Psionic resonance. Here, vast archives record every known spell, ritual, and Psi-link calibration. Priests in pale robes drift through the marble halls, their minds connected to the Concordant Nexus, a network of psionically-linked overseers who monitor the ebb and flow of Psionica across the galaxy.

Temples on other worlds are smaller but no less important. Each serves as a seat of local regulation and arcane education, with trained Adepts offering licensure, counsel, and judgment. They are sacred places where the threads of the Psionica weave most strongly, resonating with Iltara’s divine presence.


Organization and Hierarchy

The Concord’s structure is disciplined and deliberate, mirroring the order of the magic they worship.

  • Archoness Iltara — The divine and eternal ruler, her will channeled through her chosen High Priests and Priestesses.

  • The High Ascendant — The mortal leader of the Concord, believed to be spiritually attuned to Iltara herself.

  • Council of Spheres — Twelve Masters, each representing a different aspect of Psionica (Fire, Frost, Mind, Light, Shadow, etc.).

  • Regulators — Elite agents who enforce the Concord’s laws. Often feared, they act swiftly and without mercy.

  • Acolytes and Adepts — The scholars, healers, and teachers of the temples, maintaining balance through study and service.

  • Initiates — The countless apprentices training to wield Psionica responsibly.

To defy a Concord decree is to risk more than punishment—it is to risk exile from the very flow of magic itself.


The Psi-Link Monopoly

The Psi-link, a neural implant allowing mortals to channel Psionica, is the most sacred—and secretive—creation of the Iltaran Concord.
Forged in sanctified workshops deep beneath the Galidraan Temple, each Psi-link is imbued with a fraction of Iltara’s divine resonance. Only Concord-certified engineers and attuners may construct or distribute them.

While the Intergalactic Merchants Guild (I.M.G.) is permitted to sell limited quantities under Concord supervision, every sale is logged, tracked, and spiritually marked. Unauthorized replication or tampering is punishable by soul imprisonment—a fate worse than death, for the condemned is severed from Psionica forever.


The Regulators of Balance

The Regulators are the Concord’s blade in the dark — the inquisitorial arm that enforces magical law across the stars. Clad in black and silver armor woven with Psionic filaments, they are both executioners and saviors, granted full authority to pursue rogue casters, investigate forbidden research, and purge corruption where the flow of magic has turned malignant.

To witness a Regulator at work is to see the terrifying side of balance: calm, inevitable, and absolute.
They answer only to the High Ascendant, and their judgment is considered divine law.


Politics and the Priesthood of Iltara

Though the Iltaran Concord presents itself as the model of order and divine balance, beneath its calm exterior flows a current of intense political gravity. Each temple across the galaxy is a sovereign bastion of Iltara’s will, governed by its appointed High Priest or High Priestess—chosen not by mortal decree, but through divine selection by Iltara herself.

These chosen leaders are said to receive her voice directly through Psionic communion, their dreams and meditations shaped by the goddess’s guiding hand. Upon appointment, a radiant sigil—known as the Mark of the Psion—appears upon their brow, signifying their binding to Iltara’s eternal flow. The mark cannot be faked, nor removed without the goddess’s consent.


Divine Appointment and Absolute Devotion

High Priests and Priestesses of Iltara serve their goddess with total and unwavering devotion. It is believed that their souls are eternally bound to the Psionica itself, their consciousness echoing in the Psionica long after physical death. Those who falter in their duty—who twist her teachings for personal gain, or use magic in violation of balance—are not merely stripped of title. They are smote by Iltara’s own power, their essence cast screaming into the Abyss to be unmade by Warp Demons.

This divine punishment serves as a warning to all who would abuse their station. Thus, among the High Priests, obedience is not merely expected—it is survival.


The Hierarchy of Concord Governance

Each High Priest governs their Temple-Domain, acting as both ruler and spiritual guide. They oversee all education, licensing, and regulation of Psionica within their sector. However, every decree and policy ultimately stems from Iltara herself, whose divine commandments flow through her chosen in perfect clarity.

High Priests gather in the Synod of Light, an assembly convened every century to reaffirm the goddess’s latest mandates and ensure uniformity across all temples. Disagreements are rare, for Iltara’s word leaves little room for debate—but interpretation of her will often sparks tension among the faithful. Some believe in strict control and limited access to Psionica, while others advocate for its freer use under guided study.

These ideological differences are never allowed to escalate into open conflict. Instead, they are resolved through Rites of Reflection—a sacred duel of Psionic resonance where the victor’s interpretation becomes law within their domain. It is a battle not of destruction, but of spiritual supremacy, overseen by the Concord’s High Ascendant.


The Council and the Veiled Rivalries

Although each temple acts independently, all report to the Council of Spheres, a conclave of twelve Arch-Masters who embody the twelve recognized aspects of Psionica. They function as administrators and intermediaries between the mortal order and the divine hierarchy. While all are devoted to Iltara’s balance, subtle rivalries brew within the council’s polished chambers—contests of philosophy, influence, and proximity to the goddess’s favor.

Some council members whisper that Iltara no longer speaks to mortals as she once did, and that the High Priests interpret her will for their own ends. Others believe that such doubts are heresy, for the goddess is the Psionica, and through her, truth is undeniable Iltara’s gaze is omnipresent, and her judgment swift.


The High Ascendant

At the pinnacle of the Iltaran Concord stands the High Ascendant, the supreme spiritual and administrative authority over all temples, scholars, and Psi-orders within the Concord. Known as Seraphine the Radiant, she is no mere mortal leader—she is the daughter of Iltara herself.

Born of a fleeting but transcendent union between the Archoness of Magic and one of her most faithful High Priests, Seraphine embodies the perfect harmony of mortal and divine essence. Her birth was heralded by the Veil of Aurora—a shimmering storm of Psionic light that danced across the skies of Galidraan for three days and nights. To the faithful, this was a divine omen.

Seraphine wields immeasurable Psionic strength, her presence radiating a soft luminescent aura that bends reality around her. Though she rarely leaves the Grand Temple of Iltara on Galidraan, her influence ripples through every temple and Concord world. Her word carries the weight of the goddess’s own, and her rulings are considered divine law.

Despite her celestial heritage, Seraphine is known for her calm compassion. She listens to her High Priests as a mother to her children, but brooks no rebellion or heresy.


The Templar-Casters

Among the Concord’s most revered and feared divisions are the Templar-Casters—warrior-scholars sworn to purge corruption wherever Psionica has been defiled. Clad in radiant silver armor etched with glowing runes of warding, they are both priests and soldiers, wielding their Psionic might as both sword and shield.

Templar-Casters specialize in combating demonic manifestations, cultist enclaves, and forbidden sorceries that threaten the stability of the Psionica. Each is trained in the arts of Null Binding—techniques designed to sever a mage’s connection to Psionica—and the use of Psi-Sigils to trap entities from beyond the Material Plane.

Their order operates autonomously under the direct command of the High Ascendant herself, answering to no High Priest save by her will. This often places them in tense relationships with temple authorities, as their investigations can extend into Concord territories where corruption festers unseen.
