The government is centered in the newly rebuilt Emon and is structured as a coalition of city-states and regions, working together under the umbrella of the Council.2
This is the supreme governing body, composed of three main types of members: Masters, Ambassadors, and Delegates.
The core of the Council is made up of Six Masters, who are elected by a popular vote of all cities with an Ambassador on the Council (cities with a population over 20,000).5 Each Master is responsible for a specific domain of public life:6
Master of Development: Oversees all major construction, renovation, and allocation of resources for infrastructure projects across the Republic.
Master of Arcana: Manages matters of magic, arcane research, and the powerful arcane colleges (like the Arcana Pansophical).
Master of Law: Serves as the High Judge, enforces all written laws from the Watchful Hall, and manages the smaller courts.
Master of Commerce: Regulates trade, foreign and domestic, and manages the Republic's economic policy.
Master of Information: Manages foreign diplomacy, intelligence gathering, and serves as the head of the Republic's spy network.
Master of Defense: Head of the Emon Guard, High Commander of Fort Daxio, and manages the federal military resources for defense.
Master of War: A temporary position only appointed in times of severe conflict. This Master is elected by the full Council to take charge of all strategic military decisions.
3. Representation and Voting Power
To ensure that all major areas of Tal'Dorei have a voice, the Council includes two other groups:
Ambassadors (Voting Members):
Any major city in the Republic with a population over 20,000 can appoint an Ambassador to Emon who holds full voting power on the Council.
Crucially, the independent allied city-states of Kraghammer (Dwarves) and Syngorn (Elves), and the scattered tribes of the Ashari, were granted voting Ambassador seats as a result of the war.
Delegates (Non-Voting Members):
Any settlement with a population of at least 5,000 can elect a Delegate to the Council, with an additional Delegate allowed for every subsequent 5,000 citizens.
These Delegates petition the Council, draft proposals, and negotiate on behalf of their local governments, though they do not cast votes on final proposals.
The system is highly decentralized. While the Council governs the Republic as a whole, individual city-states (like Whitestone, Kymal, and especially Kraghammer and Syngorn) largely retain their own local laws, courts, and guard forces. The Council's role is to ensure national defense, regulate major trade, and resolve conflicts between the allied settlements.
