Knowledge of @The Silence is restricted to a small group within the highest levels of government, military command, intelligence, and scientific research.
The Directorate of Strategic Intelligence coordinates the suppression of public evidence, while specialized military and research units recover artifacts, secure anomaly sites, and monitor suspected @Resonants. Most personnel involved in these operations receive incomplete or deliberately misleading briefings.
The @United Terran Authority (UTA) considers Silence phenomena a threat to planetary security and to the existing political order. Proof of an unknown alien presence could cause public panic, destabilize relations with @Mars, encourage unrest in @The Belt, or reveal that the Authority cannot protect humanity from every danger.
At the same time, @Terran officials fear that Mars may weaponize Silence technology first. This has driven the UTA to authorize research that would otherwise be considered illegal or too dangerous.
Known Resonants may be monitored, recruited, manipulated, detained, or transferred to classified facilities. Some cooperate voluntarily in exchange for protection or answers. Others disappear into institutions such as the @Vostok Black Archive.
Even within the secret programs, no one possesses a complete understanding of the Silence.
