In theory, every decision is subject to oversight. In practice, responsibility is often divided so thoroughly that no single official can be held accountable when something goes wrong.
The UTA does not usually rule through open terror. It rules through permits, classifications, waiting lists, employment records, access credentials, and the quiet knowledge that almost every citizen depends on the system.
