@United Terran Authority (UTA) citizenship guarantees access to basic food, shelter, medical care, education, and environmental protection. The quality and speed of those services depend heavily on a citizen’s location, employment, security status, and administrative priority.
The Authority officially rejects hereditary privilege. In reality, wealth, family connections, education, and institutional influence strongly affect a person’s opportunities.
Citizens accumulate extensive administrative records throughout their lives. Employment history, medical treatment, travel permits, financial activity, education, communications, and legal disputes may all influence future access to services. Officially, these records allow resources to be distributed efficiently. Unofficially, they provide the UTA with an extraordinarily detailed view of its population.
Most @Terran Humans do not consider themselves oppressed. They see surveillance, registration, and rationing as unpleasant but necessary parts of maintaining civilization on a damaged and overcrowded world.
Those who fall outside the system tend to see matters differently.
