The Binary Law

To maintain order in a cramped, survivalist society, @The Red-Coat Guard enforces a strict binary legal code known as "The Lists."

• The Nice List: Citizens who pay taxes, work their shifts, and report sedition. They receive extra rations and heating credits.

• The Naughty List: Criminals, smugglers like @Captain Vane, and hoarders. Being "Listed" means losing your heating rights—a death sentence in the upper boughs.

Enforcement

@Unit 25-DEC is the ultimate arbiter of The Lists. However, corruption is rampant. @Lady Belladonna often bribes officials to have her debtors placed on the Naughty List to seize their property legally.
