@Heiwa wasn't always the cruel gang it is now. When it first became a crew @Ward Tetsuya, @Mystic Namikaze, and @Michael Hollebeck formed Heiwa to protect the island and its people from other gangs. They became a biker gang of hope for the people. As they grew they realized that money was the biggest issue. Money is what they needed to continue Heiwa and money is what they struggled to gain until someone flipped the crew on it's head. When @Creed Tetsuya Joined Heiwa to follow his brothers footsteps, he saw where Heiwa was and thought that there were many ways to get themselves out of this situation. Without a second thought he began to come up with sick, twisted ways to rack in money. Some methods required simple snatches and quick in and out buglaries. Other methods required long, thought out processes that in the end, racked in a ton of money, such as, hit and runs on unsuspecting civillians, ID swipes from the homeless to withdraw as many loans as possible, then withdraw loans from loan sharks and ultimately selling the ID's on the black market. doing @The High Ends dirty work then black mailing them to launder money for them. Kidnapping new tourists to the island and selling them, and many more. @Creed Tetsuya was a horrific person, the complete opposite of @Ward Tetsuya. All his thoughts were only about money, and his plans was always illegal and brutal. @Michael Hollebeck had enough of Creed's awful plans and decided to go rogue, joining @The Raiders. To this day @Michael Hollebeck knew every plan in @Creed Tetsuya arsenal, so he combatted against it, pushing @Heiwa back to the islands and keeping them there.
Heiwa's main rivals are @The Raiders, even though they are pretty sheltered off from all the other gangs, they definitely despise the Raiders the most.
Heiwa is also known for its control in the street racing scene, with a lot of the races being fronts for their drug smuggling and trading operation.
They aren't known to be the most violent, but if the time comes, their members will do what they have to.
